You will serve as a HUMAN RESOURCES ASSISTANT (MILLITARY) in the NAVY PERSONNEL COMMAND.

Duties

You will review, evaluate and make recommendations on routine, controversial, and complex cases. You will analyze, research and interpret past and present regulations, policies, and precedent decisions pertinent to the accomplishment of work assignments. You will prepare a variety of written and electronic documents such as letters, forms, memoranda, messages, listings, reports, etc. in response to specific requests. You will establish and maintain office files, logs, manuals, listings, regulations, historical files, etc. You will assist and resolve routine telephone and written inquires form state employment agencies. You will determine eligibility to receive honorable discharge, campaign medals, service/unit awards, and foreign decorations thought research of various sources.

Requirements

  • Must be determined suitable for federal employment.
  • Must participate in the direct deposit pay program.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Researching military personnel records, regulations and policies to assist in identifying errors or discrepancies; 2) Researching military personnel records to determine awards entitlements and prepare awards entitlement forms; 3) Resolving issues affecting benefits or military service creditable for pay; 4) Correcting personnel data in computer systems such as the Decorations and Awards (DAWS), Defense Manpower Data Center (DMDC), or other systems; 5) Investigating and resolving customer inquiries concerning personnel records issues; and 6) Drafting official correspondence in response to customer inquiries or other official issues, including responses to Congressional inquiries.
