Duties
As a Program Specialist you will:
Assist the Director in shaping policies and short- and long-range plans and administering operational services in the Occupational Health and Safety Office (OHSO) Office of the Director (OD), the Industrial Hygiene and Safety Branch (IHSB), and Global Safety and Performance Branch (GSPB) and in the master planning, business continuity and contingency planning activities.
Serve in a line capacity, managing the day-to-day actions of the OD, providing management and operations for OHSO, acting for the Director in his/her absence, and representing him/her on various committees with full authority to commit resources.
Provide leadership and expertise relative to OHSO policy formulation and interpretation; communications of safety and health services; determination of program staffing plans and hiring actions; establishment of office goals and key performance indicators; formulation of budget requests and justifications; managing fiscal year spend plans and interagency agreements; utilization of personnel and other resources; preparation of contracts and other funding guidelines; personnel actions, workforce development and work life wellness activities; customer experience initiatives and service delivery; program administration and direction; program and project evaluation; oversight of OHSO information technology projects and operations; and the interpretation of trends, needs, and impact of OHSO activities.
Assist the Director with the formulation of programs, exercising leadership and direction in the broad area of OHSO management, recommending the adoption of, or directing the development and dissemination of, policies and procedures essential to successful implementation of programs.
Lead development, implementation/award, and tracking of all interagency agreements (IAA), contracts, and budget lines.

Minimum Qualifications:
To qualify at the GS-14 grade level, you must have at least one year of specialized experience at or equivalent to the GS-13 grade level, which must include the following experience: providing program oversight, assist with planning and operational services; establish goals; formulating budget request and justification; managing fiscal year spend plans; develop, implement or track interagency agreements (IAA) and/or contract actions.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
Copy of your transcripts or equivalent documentation is required for positions with an education requirement, or if you are qualifying based on education or a combination of education and experience. An official transcript will be required if you are selected.
