Duties

Prepares training material in a variety of instructional media platforms for military pay, customer service , management development, and other assigned training classes for Directorate personnel. Develops courses as necessary to accommodate continuously changing work environment. Researches, synthesizes, and collates needed information/documentation in order to develop course outline and lesson plans. Teaches classes in military pay, retired pay, customer service, management development, accounting and finance, software products, technical skills, general skills, and office automation. Maintains and updates course materials based on legal, regulatory, and systems changes to affected areas assigned as well as updating presentation methodology based on new or improved developments in instructional theory and technology. Maintains and updates training records. Assists other instructors in the preparation of training materials and the teaching of classes Recommends, develops, and provides specialized training for people on career development and remedial training plans. Performs other duties as assigned.

Qualifications

Specialized experience at the GS-09 level is defined as: Assisting in the delivery or development of subject-matter or specialty courses; modifying training guides, visual aids, or other training materials; and assisting in the evaluation of training to adjust for alignment with functional skills or needs. Specialized experience at the GS-11 level is defined as: Designing and delivering subject-matter or specialty area courses; to include devising and updating a full range of training products (e.g., courses, aids, training guides, and methods) and analyzing training needs to advise management on employee development programs as well as formal or informal training presentations. Also must have expert-level knowledge of a large body of military pay rules, procedures, and operations sufficient to process pay actions requiring audits, corrections, and adjustments of several interrelated aspects of military pay; sufficient to provide leadership, training and support to others responsible for this work. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-9, applicants must have served 52 weeks as a GS-7 or higher in the Federal service. To be considered for the GS-11, applicants must have served 52 weeks as a GS-9 or higher in the Federal service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.

Education

GS-9 Substitution of Education for Experience: Two full years of progressively higher level graduate education, Master's or equivalent graduate degree, may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and experience may be used to meet total experience requirements. If you are using education to substitute for the specialized experience, you must submit transcripts at the time you apply. To be creditable, education must have been obtained in an accredited college or university recognized by the U.S. Department of Education (http://www2.ed.gov/admins/finaid/accred/index.html).
