The VA Northeast Ohio Healthcare System is recruiting for Supervisory Training Instructor with the facility title of Chief, Workforce Development in the Employee and Patient Experience Service (EPES). This position assists the Service Chief in the development of short-and long-range plans, goals and objectives. Directs, controls, and coordinates two major unit activities in line with the expectations of the Chief, Employee and Patient Experience Service.
Duties
Duties include but are not limited to:
Provides for the overall supervision and management of all staff education, training, leadership development courses, predictive service analytics, work group behavioral studies, training interventions and support of Federal Executive Board (FEB), Veterans Integrated System Network (VISN-10), National Mentoring and Leadership Instructor support.
Provides technical and general supervision of the Workforce Development Section, comprised of approximately six Instructors.
Plans the work of the sections, sets and adjust priorities, and prepares work completion schedules.
Assigns work to section employees based on priorities, consideration of work requirements, and difficulties in consideration of employee capabilities. Evaluates work performance.
Selects and evaluates appropriate instructors, resources and equipment for education programming.
Supports and facilitates as applicable VISN 10 New Supervisor Orientation (NSO)virtual program, Co-Manages VISN-10 Leadership Development Institute (LDI), follow VHA and VISN guidance to conduct local in-person or support VISN virtual facility level leadership training.
Provides overall supervision and coordinates the activities of the Workforce Development Section.
Manages the overall operation of the Workforce Development Section, following VHA Handbook 5015/1 Employee Learning and Professional Development, developing and/or revising Standard Operating Procedures (SOPs) to ensure efficiency and effectiveness of training operations. Clears all procedural changes with the Chief, Employee/Patient Experience Service prior to implementation.
Develops and implements a functional education plan based on the annual needs assessment with ongoing updates as additional system needs emerge.
Work Schedule: Monday - Friday; 8:00am - 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
In order to qualify for this position, you must meet the following requirements within 15 calendar days of the closing date listed on the announcement:
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This position has an Individual Occupational Requirement (IOR). An IOR is part of the minimum qualifications for this occupational series. In order to meet the IOR you must have:
Undergraduate and Graduate Level Education: Undergraduate and Graduate Education: Major study -- education or a subject area related to the position to be filled., OR
Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include:
Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
Supervising or administering a training program.
Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: planning a training and development program for experienced supervisors and managers, coordinating unit activities in line with the expectations of the Chief, Employee/Patient Experience Service, developing and/or revising Standard Operating Procedures (SOPs) to ensure efficiency and effectiveness of training operations, monitoring the appropriateness and quality of education and training programs, ensuring the establishment and maintenance of professional relationships with tenant organizations, other VA entities, and other external Federal, state, and local organizations as necessary to fulfill the mission of Employee/Patient Experience Service, participating in special studies or researching areas where problems or questions have arisen, establishing educational priorities utilizing multiple sources of information and facilitating in-person or virtual programs for supervisor/leadership orientation.
