Duties

Incumbent serves as the Retired Annuitant Pay (RA) training specialist; Plans, develops, and coordinates in-house functional training programs for employees and new hires. Responsible for obtaining information needed to prepare in-house training programs; prepare training materials; develop course content; determine methodology; and coordinate the development of training aids. The employee in this position must be able to apply this knowledge and skill effectively to multiple subject matter areas in RA such as General Processing, Casualty, Survivor Benefits Plan, Special Compensation, Concurrent Retirement Disability Pay The incumbent also performs training needs assessments to identify performance gaps and communicates results to supervision. The incumbent evaluates student performance in accordance with the course management plan to determine proficiency and develops criteria for evaluating the effectiveness of training activities. The incumbent writes and revises lesson plans, practical exercises and changes to instructional materials (e.g. training aids) and recommends and implements changes to course content.

Qualifications

Human Resources will determine your qualifications for each entry grade level based on your interest and the additional following criteria. Resumes for federal government positions need more detailed work descriptions and accomplishments than a typical private sector resume. GS-11: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Experience in planning, designing, and coordinating classroom training to prepare new employees to process assigned casework, and to assist existing employees to close gaps in performance or introduce them to new legislation and its effect on their processing; devising and updating a full range of training products (e.g., courses, aids, and methods and analyzing training needs to advise management on employee development programs. GS-11 Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. To be considered for the GS-11, applicants must have served 52 weeks as a GS-09 or higher in the Federal service. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
