The position is located in the VHA's Office of Finance, Payment Operations. Through the VHA Chief Financial Officer (CFO), Office of Finance serves as the principal financial advisor to the Under Secretary for Health (USH). The VHA Office of Finance is composed of 7 major organizational elements: Financial Management and Accounting Systems, Resource Management, Financial Operations and Support, Managerial Cost Accounting, Budget Formulation, Payment Operations, and Revenue Operations.

Duties

Incumbent will serve as a Deputy Area Manager within one of the VHA Office of Finance Payment Centers. Incumbent is the recognized expert in all matter of community care entitlements. Incumbent provides direction and advice through various mediums to medical center community care supervisors and executive leaders. Incumbent prepares reports and responses to VA/VHA for 104P Payment Operations inquires. Displays expert knowledge on VA Community Care and will advise the Area Manager and others on appropriate community care statistics. Responsible for supervisory functions and personnel issues within the unit and jointly oversees human resources requirements. Keeps subordinates informed of management policies, goals, and performance status. Ensures continuous improvements relative to the quality, value, and access of health care service for Veterans. Assists in the development and implementation of internal control and auditing methodologies. Work Schedule: Monday-Friday, 8:00 am-4:30 pm Compressed/Flexible: Available-TBD upon successful completion of orientation Telework: After successful completion of a 90-day on site orientation applicant is required on site 50% of work schedule per pay period. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/06/2024. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. GS-12 Specialized Experience: You must possess at least one (1) full year of specialized experience, which equips you with the particular knowledge, skills, and abilities to perform successfully the duties of the Assistant Financial Program Administrator, GS-12 position, and that is typically in or related to the work of the position to be filled. You may qualify based on your experience as described below: Assists in the development and implementation of internal control and auditing methodologies to ensure full compliance with sound quality control management principles. Conducts regular reviews to assess effectiveness, compliance with legal and regulatory provisions, and the achievement of organizational objectives. Ensures continuous improvement relative to the quality, value and access of health care services for Veterans. Participates in justification presentations and discussions with senior level management. Keeps subordinates informed of management policies, goals and performance status and assessing the educational needs of staff within their purview. Conducts interviews, selects and on-boards new employees, along with setting performance expectations under the Network Payment Centers direction. Provides education to all stakeholders on community care programs, policies and standard operating procedures. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is generally sedentary in nature, sometimes requiring light lifting, bending, stooping, kneeling, reaching, walking and standing. The work is performed in an office setting under stressful conditions.
