This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position will serve as a Supervisory Housing Management Specialist with the Directorate of Public Works.
Duties
Develop overall housing management plans to support leased housing, unaccompanied personnel housing, barracks management, contract management, budget, facilities, and infrastructure management.
Provide necessary management oversight, guidance, fiscal policy, and control of contractor owned, government leased quarters.
Oversee Housing Services Office (HSO) office-post private rentals to ensure private rentals are available.
Provide oversight for major construction and execution of the Community Development Management Plan (CDMP).
Develop recommendations for changes in area and installation policy and presents them with justification to major command level for consideration in policy planning.
Supervise and direct work of division personnel.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
- This is a Temporary position intended to last 1 Year.
- This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Temporary Appointment NTE - Position may be filled as a Temporary Appointment NTE 1 Year.
Temporary appointments may be extended up to a maximum of three (3) years.
Current permanent Federal employees (to include permanent Army employees) applying for a Temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position.
This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time.
Specialized Experience: One year of specialized experience which includes the following: Interpret housing regulations, policies, and administrative practices at the Federal, State, and Local levels; Manage the operation of Residential Communities Initiatives (RCI) and Unaccompanied Personnel Housing (UPH) housing assets; Develop plans and directives for housing administration; and provide lead or supervisory duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13).
