This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: This position is located with the Directorate of Public Works, Fort Sill, OK.

Duties

Provide technical housing expertise and assistance to garrison Commander/Manager and other installation staff . Evaluate management of the Rental Partnership Program and Utility Deposit Waiver Program. Oversee adherence to the compliance of the RCI transaction documents and the Community Development Management Plan (CDMP). Serve as the Contracting Officer Representative (COR), responsible for - management, oversight, guidance, fiscal policy, and control of contractor owned-government leased quarters. This is a Temporary position intended to last 1 Year. This is an obligated position. An obligated position is one to which an employee has statutory restoration rights or entitlement based on active military service, recovery from a compensable injury, or return rights based on an overseas tour.

Requirements

• Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
• Must be able to obtain and maintain a valid State driver's license
• This position is an inclement weather essential position and the incumbent is expected to make every attempt to report for duty on time and/or remain on duty during severe weather conditions.
• Position may be required after hours call-back for emergencies.

Qualifications

Temporary Appointment NTE - Position may be filled as a Temporary Appointment NTE 1 Year. Temporary appointments may be extended up to a maximum of three (3) years. Current permanent Federal employees (to include permanent Army employees) applying for a Temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position. This position is obligated. An obligated position is one to which an employee has statutory restoration rights based on active military service, compensable injury or disability when fully recovered, or return rights based on having served an overseas tour(s). Obligated positions may also cover employees who have been on extended leave without pay under certain circumstances. When a position is obligated to an employee it means that he/she has an entitlement to that position. During the obligation period, the position may be filled on a temporary or permanent basis. When an obligated position is filled, the selected employee is required to sign an agreement acknowledging that (s)he is aware of the obligation and accepts the fact that (s)he may be displaced under reduction in force procedures at a later time. Specialized Experience: One year of specialized experience which includes: (1) Experience assisting with oversight of a military housing program; (2) Implementing programs and corrective measures for military housing management problems associated with large annual transition rates; and (3) Resolving complex housing program management issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).
