This position is located in the Department of Health and Human Services, Office of the Assistant Secretary for Health, Office of the Assistant Secretary of Health (IO), located in Washington, District of Columbia.

Duties

The incumbent serves as a senior level advisor and supervisor responsible for directing, planning and determining health policies, programs, and activities that address a variety of health challenges, including disadvantaged populations. Duties Include: Serves as an advisor to the Deputy Assistance Secretary for Regional Operations and other members of the OASH senior leadership team, including the Assistant Secretary for Health, in determining health policies that address health policies and programs that affect all individuals, especially those populations from disadvantaged backgrounds. Works to develop and foster partnerships with senior leadership across Operating and Staff Divisions in the Regions health departments, community-based organizations, National and regional professional associations, and other in Federal, State, and private organizations. Assists in all aspects of the programmatic and administrative operations, with responsibility of directing the day-to-day management of the regional office. Assesses national and local policies to develop strategic approaches that improve access to healthcare and human services, increase the capacity of the public health infrastructure and workforce, and provide resources that address the needs of our state, Tribal, local, and territorial partners, all under the umbrella of achieving health equity across all populations.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience:GS-15: You must possess at least one year of specialized experience equivalent in difficulty and responsibility to the GS-14 level in the Federal service (obtained in either the public or private sectors) performing (4) of the (5) following duties: Developing health policies, programs, and/or activities that address a variety of health challenges; Providing guidance to senior leadership on administrative laws, regulations and/or precedents applicable to the administration of one or more public health programs; Analyzing changes in public health program plans and funding; Presenting (oral and/or written) on public health policies and legislative issues to executive-level leadership; Performing supervisory and/or management functions relative to the subordinate staff. If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited. Time-in-Grade Requirement: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
