About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Strategic Systems Support Element, HQ Element, Alexandria, Virginia.

Duties

Implement safeguards for physical, personnel, industrial, information, SAP (special access programs), and SCI (sensitive compartmented information) security programs. Oversee the operation of assigned facilities and/or subordinate facilities. Oversee maintenance and management of electronic security systems (ESSs). Apply extensive knowledge of security disciplines to advise and assist in the development of security plans and contracts. Produce Contract Security Classification Specifications (DD 254) and supporting documentation. Process periodic reinvestigations for all categories of personnel under command cognizance. Perform indoctrination, debriefs, foreign travel, and annual security briefs. Evaluate policy changes and recommendations, integrating them into current or new policies and procedures as necessary. Perform risk assessments, reviews trends to determine vulnerabilities, develops, recommends, and implements countermeasures. Provide input to classification guides, conducts classification reviews and oversees classification management. Develop and/or implement the Security Education, Training and Awareness (SETA) program for assigned facilities.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a Top-Secret security clearance based on an SSBI with eligibility for sensitive compartmented information (SCI).
  • Temporary Duty Travel (TDY) maybe required up to 10% of the time.
  • Must pass Organization Personnel Reliability Program that includes a credit check, drug screening and CI polygraph.
  • Required to submit a Financial Disclosure Statement, OGE-450.
  • Must be willing and able to participate in organization operations and training CONUS and OCONUS.
  • Must be willing to occasionally work irregular hours.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
