Duties

As an Assessment Manager, you will - Provide leadership and technical expertise including: planning and determining subordinate work efforts, developing work plans, and setting priorities; developing performance standards and evaluating performance standards relating to physical inspection, management, quality assurance/quality control, contract oversight, and/or general operations. Incumbent assigns work, evaluates technical adequacy of work, maintains discipline, approves leave, provides counseling on performance and conduct problems, recommends promotions and job changes, develops individual career plans. Incumbent is responsible for furthering equal opportunity employment by demonstrated evidence of fairness, in making selections, encouragement and recognition of employee achievements, fair treatment of minority group employees, and sensitivity to the development needs of all employees, including minority groups and women. - May serve as a Government Technical Monitor (GTM) as needed for contracts related to management and physical inspection of Federally subsidies housing properties. Serves as primary liaison with the contractor and the responsible Contracting Officer, ensuring appropriate communication and flow of information, participating in pre-award and post-award activities. Coordinates and monitors any use of government space and equipment by contractors. May delegate and oversee functions of a Government Technical Monitor (GTM). - Is responsible for coordinating activities of subordinates consisting of program and technical specialists with expert knowledge of physical inspection on Federally subsidized housing properties. Ensures coordination of activities and information with the division Director, other teams, and team leaders. - Contribute to developing and maintaining a system which assesses PHA, multifamily housing and other federally subsidized housing properties' performance, concerns, broad trends, and technical assistance needs through a process of collecting and compiling the results of physical inspections, annual audits, general management indicators and customer surveys. - Through the use of the Center's system(s), the incumbent reviews and analyzes data gathered on all aspects of general PHA and multifamily property management. Information will be provided by the HUB field offices, in areas such as inspections and physical assessment of federally subsidized housing maintenance and condition, leasing and marketing, refinances and Transfer of Physical Assets, tenant complaints/relations, occupancy, eligibility and compliance Issues.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes: -Leading or managing a team of employees and monitoring their progress towards achieving project goals and objectives; AND -Developing solutions to resolve program issues or changing requirements; AND -Consult with and provide technical assistance to program officials, residents, citizen groups, and Federal, state, and local government officials on a variety of asset management-related matters; AND - Assess and administer training programs that effectively develop employee job skills. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
