Duties
As the Alaska Regional Chief of Commercial Services, this position serves as the principal advisor on all matters relating to concessions management, commercial use authorizations (CUA) management, special park use management, and leasing management. Major duties include:
Evaluating the regional commercial services program and determining long-range needs, priorities, and program adjustments.
Planning, requesting, and monitoring the division program management, policy, and budget.
Providing technical and organizational support for all phases of the concession contract lifecycle: prospectus development, contract awarding, contract management and oversight, periodic evaluations, annual reviews, contract transitions, and contract sale and transfers.
Managing a portfolio of over 100 concession contracts with over 19 different service type contracts including cruise ships, lodging with food and beverage, dog sled services for freight and passengers, transportation, air taxi services, glacier landings, charter vessels, tour vessels, and guided trips (e.g., boat, sport hunting, mountaineering, kayak, river rafting, sports fishing).
Providing technical oversight for the CUA program which includes over 550 permits and 32 different service types.
Overseeing the special park use program, with over 2,150 permits are issued each year, as well as the region's leasing program that involves leasing park facilities to vendors through a rigorous request for proposal process.
Managing a staff of concession management specialists that provide parks support in all aspects of the portfolio including prospectus development, contract awarding, sale and transfers, and the issuance of CUAs.
Qualifications

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
To qualify for this position at the GS-14 grade level, you must possess the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as demonstrated experience with concessions program management; Commercial Use Authorization (CUA) program management; special park use program management; and leasing program management; plus experience with prospectus development; concession contract awarding; concession contract management and oversight; concession contract transitions; concession contract sales and transfers; and concession franchise fee fund management.
You must include hours per week worked.
