Duties
As a Deputy Administrator, you will:
A. This position exercises supervisory and managerial authority over Area Office Directors and Native American Program Specialists. As such, this position provides broad technical and administrative supervision to Area Office Directors and Native American Program Specialist in the implementation of the day-to-day operations of the Area Office. Provides administrative coordination of Area Office functions such as; managing travel, training, and supplies based on Department Strategic Plan, ONAP Management Plans, risk assessments, and a proper balance between resource allocation and mission requirements.
1. Exercises approval power with respect to program administration, labor relations, and other program actions for the AO as delegated by the Assistant Secretary for PIH to the Administrator in the absence of the Administrator.
2. Provides recommendations to the Administrator on budget allocations, reviews of AO organization and staff performance, and findings of evaluation studies on the effectiveness of program delivery in the assigned service area.
3. Participate in the hiring, training, and development of staff to ensure that personnel development and organizational goals are achieved.
B. Represents the Administrator and HUD in meetings and conferences on matters relating to applicable programs based on contacts with tribal officials, tribally designated housing entities (TDHE) tribally designated housing entities (TDHE), the Bureau of Indian Affairs, Indian Health Service, as well as other public and private officials in connection with Native American programs.
1. Responsible for planning and conducting on-going outreach to the public and client groups, including Tribal representatives and TDHE's participating in HUD programs. Conduct discussions on program mission, activities, and issues with program recipients to strengthen relationships with ONAP partners and improve the efficiency of ONAP program operations.
2. Explains ONAP HUD programs, procedures, and policy initiatives and coordinates the preparation of data background reports summarizing related activities.
C. Provides extensive integration and coordination of applicable programs through frequent contact and discussions with the: Field Office Directors, Program Directors located in the Area Office, AO Grants Evaluation (GE) and Grants Management (GM) Division Directors and staff, the National GE and GM Directors, and the AO Administrator. Provides advice to the AO Administrator and staff on cross-cutting issues relating to policy development, performance oversight, compliance assurance, technical assistance coordination and program implementation for tribes, and other client groups.
1. Conducts in-depth analysis of program functions, and proposed statutes and regulations for special projects assigned by AO Administrator. Incumbent prepares, develops, or interprets special procedures, guidelines and formats that affect a wide range of activities.
2. Assist the Administrator in managing an ongoing and systematic evaluation of all housing programs. This includes resolving complex, cross-cutting administrative and technical issues by interpreting and applying new and existing policy and procedural instructions issued by Headquarters to program staff, tribes and TDHEs.
3. Prepares policy letters and or position papers for the Administrator and reviews all policy guidance for consistency with regulations, statuses, and coordinates all policies for overall consistency. In many cases, the issues are extremely controversial and sensitive in nature and incumbent must use judgment in cases without precedence.
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-14 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized Experience for this position includes:
- Supervising staff responsible for providing technical assistance and/or evaluating tribal housing programs; AND
- Developing relationships and involvement among tribal groups to help resolve housing program, grant, and community development issues with Federal, state or local agencies, or the private sector; AND
- Analyzing policies and procedures for efficiencies and making recommendations.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
