This position is located in a Consolidated Patient Account Center (CPAC) in the organization of the Chief Financial Officer (CFO) with the incumbent serving as a Supervisor in the Veterans Services Division. The CPAC is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices.

Duties

Serve as a local CPAC`s technical authority on Veteran Services. Responsible for reviewing account and responding to inquiries via verbal or writing correspondence to Veterans, Congressional Representative, Beneficiaries, Service Organization, U.S. Attorneys, VA Regional Counsel, Department of Justice and VA Regional Office concerning First Party matters. Exercise management responsibility for assigned First Party activities, for facilities assigned to the CPAC. Implements and manages all aspects of First Party collections. Manage information and analytical systems to evaluate and enhance the quality of service provided to Veterans. Perform analysis of workload to forecast future needs of the CPAC and initiates the necessary action to ensure efficient service delivery. Responsible for reporting CPAC, VISN, national, regional and per facility diagnostic measures and performance matrixes. Strategically and actively manage the reports ensuring that all detailed reporting is completed timely accurately and efficiently. Serves as liaison for consolidated congressional committee. Responsible for developing, implementing and managing consolidated unit with standardized practices. Serves as a local CPAC`s Accounting Manager and CFO`s subject matter expert on diagnostic and performance measures for Veterans Services. Directs the development of the most critical and complex MCCF diagnostic measures reporting mechanisms to showcase and spotlight areas in need of improvement or areas that have excelled in reporting. Work Schedule: Monday - Friday; 8:00am - 4:30pm. Telework: This position is authorized for telework. Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: Possess one (1) full year of specialized experience that equipped you with the knowledge, skills, and abilities to successfully perform the duties the Supervisory Program Analyst at the (GS-09) level, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-07) in the Federal service. Specialized experience includes: reviews of requests for waivers and/or compromises when received from the Veteran. Actively participates in the planning, scheduling and conduct of studies, training programs and organizational strategies to identify opportunities to improve customer service and quality. Develops alternative acceptable repayment plans when appropriate. Prepares statistical reports for management. Maintains debt files to ensure appropriate audit trails. Implements accounts receivable guidelines and resolves problems, seeking assistance from supervisor and others when appropriate. Handles conflicts and problems in dealing with the customer, constructively and appropriately. Consistently communicates and treats customer in a courteous, tactful and respectful manner. Establishes and maintains effective working relationships with others throughout the organization and externally. OR, Education: Possess a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR, Combination: Possess an equivalent combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: Work is sedentary although some movement, lifting and stooping is required when files or delivering document. Requires long period of interaction and computer terminals.
