This position functions as a Program Analyst providing support to all Quality, Safety, & Value (QSV) department programs by gathering information, identifying, and analyzing issues, and developing recommendations to resolve problems.
Duties
MAJOR DUTIES AND RESPONSIBILITIES:
Data Management and Statistical Analysis and Display
Performs a wide range of data and information analysis as it pertains to QSV Service programs. Creates a variety of highly specialized reports, graphs, presentations, and written materials to assist in healthcare operations activities, strategic planning, revenue generation, cost validation, resource management, and expenditure management. Extracts data from internal and external collection points to develop comprehensive systems designed to trend data and show information over time as it relates to compliance for multiple factors.
Reconciles merged data from various reports and develops statistically reliable methods and strategies to connect missing data elements. Searches for, selects, and evaluates data and determines the appropriateness for inclusion in reports. Develops and implements methods and procedures for collecting, processing, compiling, editing, and analyzing administrative, financial, and clinical data. Analyzes spreadsheets and data to pinpoint data trends and develop recommendations for courses of action to improve or sustain processes. Utilizes individual judgement to determine the most appropriate means to display the data to ensure it is meaningful to those viewing the data.
Management and Program Analysis
Analyzes and prepares program status reports for review at all levels within the QSV and the VA Eastern Kansas Health Care System (VAEKHCS). Develops and deploys systems of internal monitoring to identify potential organizational risks. Collects data, analyzes results and maintains systems to determine the effectiveness of programs or operations in meeting established goals and objectives and assist in the development of processes to improve workflow and service delivery.
Devises methodologies and develops new reports to track and trend data related to various services, processes, and transactions; solve unconventional problems; and monitor compliance. This may include interpreting administrative policies, developing or implementing local policies, defining administrative requirements, and/or providing advice to management on related issues.
Effectiveness Studies & Analysis
Conducts specialized studies using both traditional and novel statistical approaches and data collection methods to resolve a variety of problems that affect broad compliance program operations; and to identify, analyze and report on compliance-related risks and issues. Documents and reports on trends and frequency of non-compliance with directives. Conducts and coordinates investigations in areas of concern and specific non-compliance with VHA directives. Monitors facility compliance to identify non-conformance with established standards.
Contract Compliance/SharePoint/LEAF
Conducts and/or assists in the compliance monitoring process including internal auditing of organizational clinical contract compliance, quality, and accuracy. This work includes the development, implementation and monitoring functions associated with all areas of compliance.
As LEAF Coordinator, responds to LEAF site development from QSV staff, identifies information needed to manage various aspects of the LEAF operations, platform diffusion and business process standardization announcements, and designs and develops information, analytical studies, data templates and data driven suspense reports. Extracts data from LEAF's data systems and develops database applications, surveys, or other tools to collect required information and update reports.
Work Schedule: Monday-Friday 7:30am-4:00pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: knowledge of principles, methods, and tools of quality assurance; knowledge of data and system capabilities; applies analytical steps for assigned studies; creating and analyzing a variety of highly specialized reports, graphs, presentations, and written materials; and troubleshoots data system malfunctions to determine a solution. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work.. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related (Such education must demonstrate the knowledge, skills, and abilities necessary to do the work and be directly related to the duties of this position). Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.
