The Consolidated Patient Account Center (CPAC) is a regionally consolidated business entity established to enhance revenue operations throughout the VHA network by standardization and consolidation of functions and the integration of VHA and industry best practices. This position is location in the CPAC Program Management Office Quality and Performance Division.

Duties

The incumbent serves as the Systems Redesign Coordinator reporting directly to the Continuous Process Improvement Manager in the CPAC Program Management Office. The incumbent is responsible for the design, implementation and sustainment of the CPAC enterprise systems redesign framework, and analyzing, interpreting, and recommending corrective action to the appropriate source(s). The incumbent works directly with CPAC Directors, COO's, and Managers integrating system redesign methodologies and other industrial engineering principles and tools to improve processes and procedures that affect medical care cost recovery operations. The incumbent arranges training for a large and technically complex organization whose mission is highly dynamic, rapidly changing, and/or whose training needs are especially urgent or critical. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday through Friday 8:00am to 4:30pm. Compressed/Flexible: May be available pending supervisor discretion Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/16/2024. GS-11 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. GS-12 Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. You may qualify based on your experience and/or education as described below: GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Integrates system redesign methodologies and other industrial engineering principles and tools to improve processes and procedures that affect medical care cost recovery operations. 2) Manages studies that address complex problems in healthcare quality, safety, effectiveness and efficiency. 3) Works with services to develop area-specific report cards for objectively tracking their progress with the Systems Redesign projects. 4) Ensures sustainability and spread of efforts directed at improving quality, safety, effectiveness and efficiency using process improvement methodologies. 5) Develops statistical, graphical and narrative reports justifying work unit reorganization or position restructuring to improve systems effectiveness and efficiency. OR, GS-11 Substitution of Education for Experience (TRANSCRIPTS REQUIRED): Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a PhD. or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR, GS-11: Combination of Education and Experience (TRANSCRIPTS REQUIRED): Applicants may also combine education and experience to qualify at this level. You must have a combination of successfully completed graduate education and specialized experience directly related to the work of the Program Analyst position, which may be used to meet the experience requirements for the GS-11 position. GS-12Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Integrates system redesign methodologies and other industrial engineering principles and tools to improve processes and procedures that affect medical care cost recovery operations. 2) Manages studies that address complex problems in healthcare quality, safety, effectiveness and efficiency. 3) Works with services to develop area-specific report cards for objectively tracking their progress with the Systems Redesign projects. 4) Ensures sustainability and spread of efforts directed at improving quality, safety, effectiveness and efficiency using process improvement methodologies. 5) Develops statistical, graphical and narrative reports justifying work unit reorganization or position restructuring to improve systems effectiveness and efficiency. 6) Identifies and determines Six Sigma training priorities, conducts surveys, provides training and administers program. 7) Establishes and maintains a tracking system. Note: Evidence of specialized experience must be supported by detailed documentation of duties performed in positions held on your resume. You must provide work experience information such as hours per week, salary, and starting/ending dates of employment (month and year format) to establish you have one (1) full year of Specialized Experience at or comparable to the required grade level.
