This position is part of the Selective Service System, Office of the Director, Operations Directorate, Alternative Service Program Division. The incumbent will be responsible for researching, analyzing, planning, evaluating and improving the effectiveness of readiness, performance management, operations, mobilization, alternative service, workload issues and organizational training.
Duties
Serves as a staff analyst, evaluator, and advisor to management on the evaluation and effectiveness of the organization's programs and operations.
Conducts formal and informal presentations, as required, to justify or provide status on various registration, compliance, operations, mobilizations or organizational training exercise requirements and programs.
Coordinates budget and fiscal matters with staff headquarters.
Assures maintenance of automated data bases related to operational readiness planning.
Qualifications
At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include presenting formal or informal presentations on organizational programs; coordinating budget and fiscal matters with senior staff; conducting comprehensive studies relating to the efficiency of registration, or registration compliance. OR
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if major of study is related to Business, Finance or similar administrative or management fields related to the position to be filled. OR
C. A Combination of education and experience as list above.
At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position include presenting formal or informal presentations on registration compliance, operations mobilizations, or program training requirements; analyzing and monitoring budget and fiscal requirement for potential lack of funds; investigating and conducting comprehensive studies relating to the efficiency of registration or registration compliance, and operations mobilization, and associated laws; and advising management on the effectiveness of an organizational program or operation. OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if major of study is related to Business, Finance or similar administrative or management fields related to the position to be filled. OR
C. A Combination of education and experience as list above.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
