This position is part of the Selective Service System, Operations Directorate, Alternative Services Program Division. The incumbent will be responsible for researching, planning, developing, and presenting analyses and studies leading to the development, validation, assessment, and improvement of the agency's readiness programs, policies and procedures as well as the training and exercise programs.
Duties
Serves as a staff analyst, evaluator and advisor to management regarding managing the system of national service for those classified as conscientious objectors.
Manages programs in the event of a return to conscription, this program would place and manage conscientious objectors in alternative work supporting national objectives.
Utilizes the organizations operation system and integrated management information system for management, statistical and analytical purposes.
Acts as the subject matter expert on the laws, regulations, executive orders, proclamations and directives that govern the national system for conscription.
Qualifications
At the GS-13 level, you must meet the following qualification:
One year of specialized experience equivalent to at least the GS-12 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Examples of specialized experience for this position includes experience (1) reviewing policies and procedures to determine the impact of field operations or conducting evaluative studies of field offices to determine field strengths, weaknesses, and best practices (2) making recommendations for improvements of an operational program, and (3) communicate to management by preparing, presenting and articulating findings.

TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
Education
Education cannot be substituted for specialized experience at this series/grade level.
