The primary purpose of this position is to serve as senior change manager, responsible for creating and implementing change management strategies within HQ ARPC. The incumbent interprets policy changes and develops guidance and operating procedures for implementation of program initiatives, projects, and systems.
Duties
Serves as agency's focal point for change management. Directs and/or leads application of applied and structured methodologies of change management principals. Recommends new technologies, procedures, and applications to increase efficiency or quality of analytic assessments. Comprehends the organization's strategic vision and institutes effective program/project(s) that lead to improved, efficient organizational operations. Creates actionable deliverables for the five change management levels: communications plan, sponsor roadmap, coaching plan, training plan, resistance management plan.
Works with HAF/REP, AFRC/Al, ARPC Commander and Leadership Team, ARPC Directors, and other Senior Staff in the planning, organizing, and overseeing of projects, programs, budgets, costs, schedules, and accomplishments. T akes appropriate action to correct deficiencies and/or improve status of the same. Directs necessary actions to correct problem areas. Participates or oversees staff preparation and participation in briefings and meetings to provide technical advice and assistance. Represents ARPC as a senior subject matter expert at meetings and working groups. Manages assigned projects in accordance with established cost estimates, schedule, and functional and technical performance requirements.
Directs and/or leads training activities as a coach for senior leaders, executives, and others in helping them fulfill the role of change sponsor. The change manager also provides direct support and coaching to all levels of managers and supervisors as they help their direct reports through transitions. The change manager will also support project teams in integrating change management activities into their project plans. Works collaboratively across ARPC to effectively communicate change management activities. Finds and implements ways to reduce significant bottlenecks and barriers to change.
Represents the agency and change organization at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies. Meetings and conferences in many cases are to resolve matters and to ensure concerted action by involved parties. Establishes, develops, and maintains effective working relationships. Delivers presentations on program status, accomplishments, problems, requirements for support, and promotion of program objectives to senior military officers and civilians. Researches and determines or recommends appropriate actions or interpretation of issues that impact the agency.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes an expert understanding of strategic planning, and organizational change principles to develop learning, education, and training business policies and lead and participate as a technical expert in inter-agency, inter-service, academia, industry, and research groups, making significant, innovative recommendations. Mastery knowledge of Change Management principles and processes to create a strategy to support adoption of changes required by a project or initiative.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Mastery knowledge of a broad range of methods and techniques used for change management principles, methodologies, and tools.
2. Expert knowledge and experience in developing plans and schedules, estimating resource requirements, monitoring activities, and evaluating results and reporting on accomplishments.
3. Knowledge of project management approaches, tools, and phases of the project life cycle.
4. Knowledge and understanding of a full spectrum of Manpower programs and processes.
5. Extensive knowledge and experience in program management and applying the Change Management Theoty process.
6. Skills in problem-solving and root cause identification, and analytical skills to identify program conflicts. Ability to establish and maintain strong relationships; to communicate effectively, both orally and in writing, and to articulate messages to a variety of audiences.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
