About the Position: Serve as the budget analyst for the Resource Management Office for the District, performing a wide range of budget, manpower, and administrative functions.

Duties

Serves as a Budget Analyst in the Resource Management Office, responsible for a variety of technical aspects in the budget execution process and for compiling and preparing reports for civil, military, and revolving fund programs. Receives and processes customer orders from military installations, other Corps offices, and government agencies and coordinate with district personnel to prepare work items and resource plans. Manages funding sources, approves finances, and maintains fiscal oversight of military, civil, and revolving fund programs. Controls fund distribution and monitors expenditure rates through collaboration and detailed financial reviews. Participates in assembling, reviewing, and consolidating the Command Operating Budget. Applies budgeting principles from instructions to review budgets and collaborates with program managers to address data issues or deficiencies in submissions. Prepares and updates various reports on estimated and actual funds, expenses, obligations, and balances by regularly collecting, analyzing, and consolidating budgetary data. Reviews and manages extension requests for expiring customer orders, advising on fund allocation or reclamation. Acts as a liaison between program managers, budget offices, other districts, military and government agencies concerning customer orders. Accesses funding modules daily to extract funding authorizations, prior year adjustments, and loads them into CEFMS for use. Coordinates with district personnel and conducts monthly reconciliations to ensure financial system integrity. Manages an automated register of customer orders for workload projection and document preparation, ensuring District capability before final approval. Develops annual GA budget, provides monthly cost analysis, and manages cost distribution records.

Minimum Qualifications for the GS-11:Specialized Experience: One year of specialized experience which includes working with automated financial management systems to analyze and/or interpret schedules of commitments, obligations and expenditures, and various funding reports for projects. This definition of specialized experience is typical of work performed at the second lower grade level/position in the Federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, finance, accounting, business administration, or a related discipline to the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
