The primary purpose of this position is to perform lifecycle management of AFOSI enterprise-wide cybersecurity projects to including design, test, analysis, sustainment, and other activities. Collaborates with other project management and cybersecurity counterparts to develop schedules and estimates for projects being supported.
Duties
AFOSI lead for managing enterprise-wide cybersecurity projects which require analyzing complex operational, strategic and tactical processes associated with requirements for enterprise requirements, questions, or conditions relative to developing and sustaining command information systems.
Analyzes, develops, and maintains OSI enterprise-wide contemporary cyberspace systems to support mission needs. Analyzes and maintains cyberspace systems.
Establishes and oversees Quality Assurance (QA) requirements for contractor delivered AFOSI enterprise-wide cyberspace systems and services.
Conducts strategic planning for AFOSI enterprise-wide cyberspace system expenditures to equip the AFOSI agents and professional staff with the tools required to improve organizational performance, enhance preparedness, and meet mission requirements.

- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays and/or overtime and may require occasional 12-hour shifts.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

Qualifications

EXPERIENCE: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes utilizing a wide range of operating systems software principles and methods; life cycle management concepts; IT infrastructure; IT security, principles and methods; systems testing and evaluation principles and methods; and troubleshooting procedures to install, configure, test, and implement vendor supplied modifications to existing systems software; develop and evaluate test data to validate program modifications into production systems. Applying project management methodologies and principles to lead lower-graded functional community personnel in broad efforts to determine agency requirements for the delivery of contractor products or services to meet customer needs for complex weapons systems or subsystems.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery knowledge of a wide range of IT concepts, principles, methods, advancement, policies, and practices in related technical areas; such as IT system performance tools and techniques; IT system testing and evaluation, enterprise architecture, and cyberspace security; and ability to provide expert advice, guidance, and oversight for the execution of command and subordinate unit cyberspace activities.
Knowledge of the organization's policy and planning formulation process along with its mission and objectives to prepare IT policies and plans.
Knowledge of budgetary processes, cost-benefit analysis methods, and analysis of performance data to prepare persuasive budget recommendations in support of IT requirements.
Ability to analyze complexities of existing technology, review/revise/develop policy, initiate plans for enhancements, and provide management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgements.
Ability to maintain an up-to-date awareness of technological advancements and predict how management can meet future requirements.
Ability to communicate, orally and in writing, clearly and concisely, and with technical accuracy to a wide range of audiences at various levels throughout the Air Force, DoD, other Federal agencies, and private industry.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
