You will serve as a MANAGEMENT ANALYST in the MANPOWER/PERSONNEL BRANCH in the of CDR NAVY EXPEDITIONARY COMBAT COMMAND.
Duties
You will serve as technical advisor on panels and study groups established to consider reduction, reorganizations, relocations and collocations as they affect the staff and subordinate commands.
You will develop and review military manpower studies and surveys.
You will coordinate and implement manpower requirements determined by the Navy Shore Manpower Requirements Determination Program (SMRDP) and Fleet Manpower Documents (FMD) for direct and subordinate reporting activities.
You will serve as an advisor for military manpower issues by providing policy, expertise and technical guidance.
You will develop analytical tools and techniques for measuring current and future trends and manpower scenarios.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for the MANAGEMENT ANALYST, GS-0343-12 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience working with Navy manpower programs (Active and Reserve Military, and Civilian).
Experience with Total Force Manpower Management System (TFMMS), Navy Manpower Programming Management System (NMPBS), to include Intelligent Workbook (IW), Business Intelligence Enterprise Edition (BIEE) and, UIC Management System (UMS).
Experience utilizing Navy manpower programs such as Manpower Change Request (MCR).
Experience facilitating the Navy's Manpower, Personnel, Training, and Education (MPT&E) programs.
Experience working independently to perform the full range of non-supervisory duties within the manpower field
Experience handling situations or assignments with minimal day-to-day instruction or supervision; to include receiving general guidance and direction on new projects and/or assignments within established priorities and deadlines.
Experience exercising independent judgment in selecting and applying appropriate work methods, procedures, techniques, and practices in accomplishing assigned duties and responsibilities.
Experience collaborating with internal and external customers.
