This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The incumbent serves as a Lead Program Analyst. This position is assigned to the HQ, CECOM - G8, Audit Compliance & Policy Office (ACPO), APG MD.

Duties

Serve as expert advisor for developing direction and guidance to facilitate fiscal policy development in support of Command’s mission and functional activities for all funding sources to include but not limited to Operations and Maintenance, Working Capital Fund, Foreign Military Sales, Research Development Test Evaluation, Procurement. Serve as team leader. Acts as first-line decision-maker for program analysis-related issues and elevates as needed to leadership. Oversee the Risk Management and Internal Control (RMIC) Program for the Command providing leadership with support needed to promote an effective RMIC program to ensure internal controls are in place and operating effectively. Review, interpret, and disseminate all, DOD, DA, and AMC fiscal directives that may have impact on command operations, policies, and practices.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
  • This position requires Temporary Duty (TDY) travel up to 25% of the time.
  • Financial Management Level 2 Certification obtained within 24 months.
  • This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience equivalent to the NH-02/GS-11 grade level or band which includes: 1) Leads Risk Management and Internal Control program to ensure that internal controls are in place and operating effectively; 2) Apply knowledge of enterprise risk management, entity level controls and financial management practice, methods, and procedures in the reviewing regulations, laws, directives, financial ledgers, and related transactions and functions ; 3) Implement the development and execution of the Army Financial Improvement and Audit Readiness Plan and provide training guidance; and 4) Extensive knowledge of commonly used budget and/or finance practices, procedures, regulations, policies, guides, pertinent laws, and procedures that specifically pertain to assigned work. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02/GS-11).
