The position functions as the Executive Director for the Associate Director of Patient Care Services at the Michael E. DeBakey VA Medical Center in Houston, Texas (MEDVAMC). MEDVAMC is a tertiary hospital and is one of the busiest and most complex (complexity 1a) medical centers in the nation. It includes 11 outpatient clinics dispersed over a large geographic region.

Duties

Major Duties: The position reports directly to the Deputy Associate Director of Patient Care Services and oversees the operation, coordination, and administrative management of Inpatient Nursing Service activities throughout MEDVAMC. The position directs and coordinates the administrative functions and activities of Administrative Personnel in support of the Medical Care Line, Operative Care Line, Extended Care Line, Mental Health Care Line, and SCI/NUERO/REHAB Careline within the Inpatient Nursing Service. The position advises management relative to developments within the support services which require consideration due to their impact upon existing or pending policy and/or operational decisions. The position will develop, evaluate, adjust, and prioritize functions, programs, procedures, and support management systems to accomplish the facility's mission. The position will provide program direction to Inpatient Nursing Service which includes reviewing and evaluating operations, policies, and procedures to achieve efficiency; balancing and coordinating programs and services; and reviewing requests for additional medical and non-medical equipment, additional or redirected staff, funds, or reallocation of resources or space. Evaluating performance and recommending promotions, reassignments, demotions, etc., based upon performance evaluations; giving advice, counsel, or instruction to subordinates; hearing group grievances and serious employee complaints or ones not resolved at a lower level; taking action regarding disciplinary cases and problems The position is responsible for assessing the Deputy Associate Director for Patient Care Service's range of operations on a regular basis to make recommendations for decisions related to resource consumption, staffing, development of business plans, and overall delivery of care related to Patient Care Services The position provides direct oversight and supervision to administrative personnel; the incumbent will be the 2nd line supervisor to around twenty-five employees that have been assigned to the Inpatient Nursing Service. Monitors compliance of ongoing programs designed to objectively and systematically monitor, evaluate and improve the quality and appropriateness of patient care provided for both inpatients and outpatients through surveys, audits and reports The position provides overall administrative management for the Administrative Services within the Inpatient Nursing Service. Responsibilities include budget and fiscal management; developing and coordinating internal review systems to ensure that activities are in compliance with established standards; collaborating with chiefs of other services and units to negotiate, decide on, and/or coordinate work-related changes affecting other health care system units; advising the ADPCS on problems involving the relationships between services supervised and other programs, and their impact; and developing, evaluating, and adjusting organizational structures and management systems for the clinical and allied health services. Work Schedule: Monday-Friday; 7:30am - 4:00pm (Subject to change based on the needs of the agency) Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/03/2024. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Directs and coordinates the administrative functions and activities of the support services; Develops, evaluates, adjusts and prioritize functions, programs, procedures, and support management systems to accomplish the facility's mission; Evaluates operations, policies, and procedures to achieve efficiency; Balancing and coordinating programs and services You will be rated on the following Competencies for this position: AccountabilityDecision MakingPlanning and Evaluating Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
