This position is in the Bureau of Global Talent Management, Office of Talent Services (GTM/TS), which provides coordination, analysis, and operational support for the Department of State through Corporate HR programs and services. You will serve as the Deputy Director, responsible for overseeing day-to-day direction and operations for a large corporate office with multiple complex portfolio responsibilities.
Duties
Coordinates with the Office Director, Division Chiefs, and senior leadership to develop and refine the mission, vision, and goals for GTM/TS; engages in both long-term and short-term strategic planning.
As a subject matter authority, advises key Department leaders and senior officials in client HR
offices and throughout the GTM Bureau in resolving significant HR policy and program issues.
Interprets Departmental and Bureau policies for GTM/TS program managers and staff and advises the Office Director on precedent-setting issues or situations that require policy changes within GTM/TS.
Oversees the work of subordinate supervisors and, through them, the work of Federal employees and contract staff; ensures the equity of performance standards developed by subordinate supervisors; promotes equal opportunity goals and objectives.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-14 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience creating and executing organizational and management strategies to align human capital acquisition and retention with the organization’s mission, goals, and objectives.
-Experience providing management with authoritative technical guidance and assistance on policy matters or highly controversial issues to resolve complex HR problems.
-Experience developing and implementing quality management standards and performance metrics to identify problem areas and enhance customer service and satisfaction.
There is no substitute of education for specialized experience for the GS-15 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:
Ability to assign, review, and supervise the work of others;
Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances;
Ability to adjust to change, work pressures, or difficult situations without undue stress;
