This position is located in the Bureau of Global Talent Management, Office of Talent Services, Employment Programs Branch (GTM/TS/EP). The Employment Programs Unit manages the Foreign Service Family Reserve Corps (FSFRC) and the Re-employed Annuitant (REA) programs. EP is responsible for the development, interpretation, implementation, coordination and/or improvement of these GTM program initiatives, methods, or procedures.
Duties
Serves as an HR Specialist for the Re-employed Annuitant (REA) Program and Central Registry. Provides hiring managers with a pool of qualified candidates for special projects or in times of staffing gaps and shortages.
Updates, maintains and oversees the Department's centralized registry, a searchable database of annuitants interested in returning to work.
Maintains liaison and assists REA Bureau Coordinators throughout the Department. Provides resources and guidance on managing REA appointments, conversions, extensions, and terminations.
Provides assistance to current and prospective annuitants; advising on appointment parameters, pay and salary caps, benefit programs and clearance requirements.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-12 must have 1 year of specialized experience equivalent to the GS-11 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience researching, interpreting and applying appropriate laws, regulations, policies and guidelines in at least two of the following Federal human resource functional areas (recruitment and placement, classification, retirement, employee benefits).
Experience providing recommendations and advice to colleagues, bureau personnel, or Human Resource Officers on re-employed annuitant programs.
There is no substitute of education for specialized experience for the GS-12 position.
