Position is in the Bureau of Global Talent Management, Office of Talent Services, Corporate Services Division, Employee and Annuitant Services Branch (GTM/TS/COR/EA) and supervises, through subordinate supervisors, team leaders, and a group of HR professionals who provide multi-disciplinary (annuitant services, a wide range of benefits, routine personnel actions, HR inquiries, and routing of inquiries outside the scope) operational and advisory support to customers throughout the Department.
Duties
Serves as the Chief, Employee and Annuitant Services Branch and supervises and directs day-to-day programs and operations of annuitant services and call center human resources advisory work.
Exercises managerial cognizance over and responsibility for planning, directing, and evaluating the programs and work of the staff and subordinate specialist.
Coordinates the integration of the Branch's programs with other human resources management programs to ensure achievement of organizational objectives, assessing this impact, and planning short and long range goals toward HR program improvement.
Senior leader advisor and technical authority providing technical guidance, determination and interpretations on program implementation, application of regulations, high-priority requests, and complex HR issues.
Requirements

- Must be able to obtain and maintain a Top Secret security clearance.
Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5 CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience reviewing, analyzing and/or developing strategies and policies for a full range of human resources issues.
Experience researching, interpreting and applying appropriate Federal laws, regulations, policies and guidelines in human resources.
Experience administrating and managing corporate-wide Human Resource based programs and service center.
Experience providing briefings and recommendations to senior level officials to obtain consensus and defend findings.
There is no substitute of education for specialized experience for the GS-14 position.
In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities:

Ability to adjust to change, work pressures, or difficult situations without undue stress;
