You will serve as a HUMAN RESOURCES SPECIALIST in the Department of the Navy of Office of Civilian Human Resources (OCHR) OPERATIONS CENTER.

Duties
You will lead and/or participate in special projects that encompass a variety of business improvement strategies in all functional areas of Federal Civilian Human Resources (HR).
You will respond to difficult issues involving complex projects and/or problems and collaborate with all levels of management within the organization to determine a solution.
You will develop, plan and perform HR program development and evaluation for integrated programs and evaluate program execution.
You will develop guidance, procedures and standards for new and changing program areas.
You will draw inference from analyses conducted to determine the degree to which the Office of Civilian Human Resources (OCHR) is achieving program goals and objectives and advise senior leaders on areas for improvement.
You will collaborate with other Action Officers to organize OCHR strategic planning by organizing and developing the strategic plan to include workforce data, environmental scan, and monitors progress towards the Operations Directorate goals.
You will apply analytical, evaluative and statistical methods to analyze work processes and develop effective process improvement strategies and assess a full range of complex and diverse program issues.

- You will be required to obtain and maintain an interim and/or final SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
Qualifications
GS-13: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: advising managers on Human Resources Management (HRM) programs and recommend improvement opportunities based on results of program studies or projects; developing analytical reports based on consolidated findings and information from project teams for management review and action; and preparing a wide variety of written materials (e.g., memoranda, statistical data, presentation materials, point papers, instructions) for an organization to brief senior leadership on findings and recommendations.
GS-12: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: conducting analyses of Human Resources (HR) servicing and work processes in order to develop guidance, procedures or standards or provide advice to senior leaders on areas of improvement (e.g., evaluating data from HR automated systems to support recommendations or decisions; analyzing business processes to assess the effectiveness of HR services or products); and conducting management focus groups, reviews and research projects.
