About the Position: This Supervisory Program Analyst position is located at U.S. Army Test and Evaluation Command, Redstone Test Center Support Directorate, S-1 Human Resources Directorate. (merit)
Duties
Serves as the Chief of the S-1 Human Resources Office, which includes the Contracts team within the U.S. Army Redstone Test Center (RTC).
Serves as a technical advisor to the Commander and staff on Human Resources program areas within RTC.
Responsible for overseeing all personnel management actions withing the RTC, which is approximately 300 civilian employees.
Formulates and recommends systems plans for implementing new or revised DA military/civilian manpower policies/directives to ensure effective manpower programs management and administration.
Performs investigative research or leads ad-hoc analytical efforts responsible for evaluating selected manpower requirements and procedures to provide vital information to RTC leadership.
Formulates recommendations and conclusions based on outcome of studies, research, and staffing.
Provides staff leadership, advisory services, and direction for planning, developing, operation and evaluation.
Continually coordinates with the assigned service center, U.S. Army Test and Evaluation Headquarters, managers, and leadership to assist RTC managers in carrying out their civilian personnel management functions.
Serves as a technical advisor to the Commander and staff on personnel policy issues within the Center.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- A one-year trial/probationary period may be required.

Specialized Experience: One year of specialized experience which includes: 1) Overseeing the operations of a full service human resources (HR) office to include developing, planning, directing, interpreting and implementing HR program policy and guidance; and 2) Providing technical advisory services to senior leadership on HR programs, policies, and initiatives; and 3) Experience leading, mentoring, and/or developing a skilled, multi-disciplinary workforce in order to guide complex work functions/ tasks.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13/NH-03).
