You will serve as a SUPERVISORY FINANCIAL MANAGEMENT ANALYST in the SYSTEMS SUPERVISOR, COMPTROLLER DIVISION of COMNAVSURFLANT.
Duties
You will provide functional subject matter expertise in support of a financial system program initiatives, analysis, and modernization efforts including the execution of the full project lifecycle.
You will perform or advise on work in any of the phases or systems of budget administration.
You will oversee N-ERP project and work breakdown structures for all COMNAVSURLANT’s appropriations to properly align with BSO 60 needs and requirements.
You will coordinate setup and maintenance of new accounts in the accounting system.
You will monitor and/or assess financial systems control and/or security performance to ensure compliance with policies and procedures.
You will analyze and recommend costs and benefits of alternative methods of financial management of organization’s programs and administrative operations.
Requirements

- You will be required to obtain and maintain an interim and/or final Secret security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This is a Financial Management Level III certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
To qualify for a GS-13 position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience providing functional subject matter expertise in support of a financial system program initiatives, analysis, and modernization efforts including the execution of the full project lifecycle.
Experience providing oversight of financial systems and databases used for executing budget and accounting processes in compliance with DOD Financial Management Regulations (FMR).
Experience performing continuing analysis to identify any unique external reporting requirements that must be supported by the structure being designed.
Experience designing and communicating data element translation/crosswalk (CFMS/SABRS to N-ERP) for all appropriations.
Experience analyzing and recommending costs and benefits of alternative methods of financial management of organization's programs and administrative operations.
