As a Supervisory Housing Program Specialist, you will:
Oversee the day-to-day management and operations of the Homeownership Center (HOC) with regard to activities within the assigned geographical area. Responsible for the overall delivery of the Single-Family Housing programs of the Department of Housing and Urban Development, Office of Housing within the geographical jurisdiction of the Homeownership Center.
Serve as the liaison with the Regional Directors, Field Office Directors, Public Affairs Office, Congressional Relations, and City Officials and with FHA customers, Congress, and lending professionals.
Direct the supervisory staff who manage the professional, technical, and clerical staff required for the production and risk/asset management of Single-Family Housing programs, including but not limited to loan production, asset management, disposition of real estate owned properties, new initiatives, initial project planning, technical processing phases, customer service, quality assurance. Conduct reviews of field offices and HOC customer service.
Serve as the hearing officer on LPD cases, which includes advising the individual or non-profit organization of the nature of the hearing; assessing the validity of evidence for and against the individual or non-profit in light of HUD policies and procedures; making a determination as to whether the hearing has exhausted all opportunities to garner facts and arguments relevant to the case and conclude the hearing; and making a timely final decision as to the imposition of an LDP or suspension of a non-profit organization, appraisers, etc.
Assure that supervisors and employees are aware of Single Family Housing program goals and are involved in their development, including the development of local goals; assures that plans and strategies are developed to effectively pursue such goals; negotiates for any needed adjustments in goals based on resource availability, competing objectives, local circumstances, etc.; monitors and evaluates progress and effectiveness in meeting goals takes corrective actions to facilitates accomplishment of goals.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
Experience developing management strategies, policies, procedures, and practices developed to improve the overall financial management of an organization.
Examples of such experience could include:
-Programmatic or administrative management experience as a director, deputy director or equivalent of a lending financial institution, real estate entity with responsibility for lending audit, oversight, compliance, quality control or quality assurance of funding and service delivery; OR
- Communicating verbally and in writing, the agency programs and technical requirements to top level executives and management staff, employees, and the general public to address and resolve housing program issues.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14 level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
