Duties
WHAT YOU'LL BE DOING DAY TO DAY
As an Resource Management Specialist, you will use your knowledge of and experience with The Administration for Strategic Preparedness and Response (ASPR) to optimize business results and customer experience by:
Provides technical guidance and assistance to senior management on procurement laws and regulations relating to implementation of programs and legislative issues. Participates with senior management on formulation and analysis of goals, objectives, operating policies and development of funding mechanisms and operating budgets. Provides special assistance to organization director, management officer, and other senior management officials on complex programmatic issues on budget planning and execution, fiscal stewardship, contracts, cooperative agreements, IAAs, and memorandums of understanding/agreement. Serves as technical expert liaison with Office of General Counsel (OGC), Contracts and Grants, and other offices and divisions within the Administration for Strategic Preparedness and Response (ASPR) on budget, contractual, and assistance issues.
Provides strategic acquisition planning, development, review, and management for organization's contractual requirements. Provides project analysis and recommends effective procedures to implement projects and manages projects. Develops and reviews statement of work requirements. Assures programmatic requirements comply with the Federal Acquisition Regulation (FAR), and agency's procurement regulations. Coordinates actions throughout the procurement process for timely awards and issue resolutions. Assists in development of sole source justifications for contracts and purchase orders. Develops complex procurement requirements including establishing review panels, analysis of proposals, and selection/rating criteria.
Represents the Strategic National Stockpile (SNS) on internal and external workgroups, task forces or committees. Assists program staff in implementing program activities through technical guidance, assistance, and expertise on the development and design of extramural projects. Provides day-to-day guidance on extramural activities, tracks and monitors all activities, liaison with parent organization centers and offices on implementation of extramural activities, often developing alternative options or proposals for resolution. Meets with SNS higher-level officials and higher offices including other federal agencies, state and local governments, academic institutions, and private association related to extramural activities to assist organization to reach goals and objectives.
Supervises assigned staff. Plans work to be accomplished by subordinates, set, and adjust short-term priorities, and prepare schedules for completion of work. Assigns work to subordinates based on priorities, considering difficulty and requirements of assignments and employee capabilities. Gives advice, counsel, or instruction to employees on both work and administrative matters. Interviews candidates for positions in the work unit. May recommend appointment, promotion, or reassignment of employees to supervisor. Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor. Affects minor disciplinary measures, such as warnings and reprimands. Refers more serious cases to higher level supervisor for resolution. Identifies developmental and training needs for employees and provides for or arranges for needed development and training. Improves production and work quality. Develops performance standards and evaluates work performance of subordinates. WHAT WE ARE LOOKING FOR
Minimum Qualifications: You must have one year specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-13 grade level in the Federal service performing ALL of the following:
1. Applying knowledge of Federal regulations relating to acquisitions.
2. Analyzing data and creating decision criteria to arrive at optimal solution for acquisition projects.
3. Interpreting and organizing outside organizations' requirements for acquisition actions.
4. Experience leading a team, and assigning, prioritizing and assessing deliverables and performance.
