This position is located in the Department of Housing and Urban Development, Office of Field Policy and Management. Duties

As a Supervisory Contractor Industrial Relations Specialist, you will: Determine the applicability and any exceptions, exclusions or other variations regarding Federal labor standards provisions for all HUD programs assigned within operating jurisdiction. Provide technical training and support to HUD program participants, contractors, labor organizations, industry representatives, HUD program staff and other interested parties on labor standards and labor-related matters. Provide appropriate Davis-Bacon or HUD-determined wage determinations, as needed, for all HUD programs within operating jurisdiction. Monitor local, state, tribal and other agencies participating in HUD programs to ensure that labor standards requirements are properly administered and enforced. Issues monitoring reports and ensures that findings and deficiencies are corrected. Supervise and provide technical support and advice to HUD Labor Standards Enforcement staff located within the area jurisdiction. Resolve dispute and issues of highly sensitive and complex matters involving labor standards activities in HUD programs.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: Developing reports for management officials outlining findings and recommendations for improvements or solutions to management issues/problems; AND Developing operating plans, policies and procedures within an organization; AND Representing an organization in meetings, discussions, or negotiations concerning labor standards compliance (e.g. Davis-Bacon Act, Copeland Act, Contract Work Hours and Safety Standards Act, or other regulatory labor acts and statutes). Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
