The primary purpose of this position is to serve as a Senior Information Technology (IT) Specialist responsible for performing analysis, planning, design, implementation, documentation, assessment, and management of the Special Operations Forces (SOF) Information Environment (SIE) structural framework to align IT strategies with mission goals of USSOCOM.

Duties

Serves as a subject matter expert in matters pertaining to information technology governance. Develops, staffs, coordinates, publishes, drafts, and recommends actions and decisions for management of the SIE. As a senior IT Specialist, participates in management discussions, meetings, committees, and/or special projects. Defines, documents, agrees to, monitors, measures, reports, and reviews the level of IT services provided. Team lead to manage, coordinate, and ensure 24/7 worldwide secure communications for the USSOCOM Commander (CDR), Vice Commander (VCDR), Deputy Commander (DCDR), and Chief of Staff (CoS) with POTUS, SECDEF, CJCS, COCOMS, Service Components, and TSOCs, regardless of leadership's location.

  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position has been classified as Special sensitive; therefore, incumbent is required to obtain and maintain a Top-Secret clearance with access to Special Compartmented Information (SCI)
  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
  • As a mandatory requirement for employment in the TDP, the incumbent is (A) to refrain from the use of illegal drugs and (B) if requested, to submit to urinalyses testing.
  • The selectee must sign a statement acknowledging the position occupied as a TDP.
  • Required to perform TDYs of varying duration to other military installation. Travel in and out of CONUS to include operational foreign countries is support of C4 requirements analysis and program management.
  • Recall to duty and overtime may be a requirement of this position.
  • The employee must attend, successfully complete and maintain Information Technology Infrastructure Library (ITIL) qualifications and currencies within sic months of being hired.
  • Employee may be required to perform duties (shift work) in the Global Enterprise Operations Center (GEOC).
  • Work involves a high operational tempo with a diverse working team supplying 24/7 services globally to the Special Operations Forces (SOF) Information Environment (SIE).
  • Employee may be required to work other than normal duty hours which may include evenings, weekends, and/or holidays.
  • This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result the reassignment of this additional duty to another employee within the organization.

Qualifications

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-12 (or equivalent in other pay systems) which includes applying advanced information technology policy and planning principles, concepts, methods, standards, etc., sufficient top provided expert technical advice, guidance, and recommendations; Leads/manages projects associated with interrelationships of multiple IT specialties, SI E architecture and integration/interoperability issues; Analyze and evaluate complex program management issues and apply effective problem-solving and decision-making strategies and performance measures. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to establish goals and assess progress towards their achievement; develop concrete action plans to solve problems; to adjust work objectives to meet changing programs, and to negotiate effectively with management to implement recommendations. Knowledge of a wide range of current and emerging IT, information operations, telecommunications, and intelligence systems theories, concepts, principles, practices, procedures, policies, standards, operational requirements, and the associated ability to relate this knowledge to SOF user requirements. Knowledge of the policies, processes and procedures used by DoD and USSOCOM for operational support strategic planning, programming and budgeting, and acquisition management and how they apply to planning and programming of information technology and telecommunications systems. Knowledge of the operational and performance characteristics of information technology and telecommunication s systems and the USSOCOM SIE sufficient to develop requirements, procedures, policies, and practices for SOF use. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decision, and solve a variety of IT problems; and to analyze component interrelationships and evaluate network systems and computer applications from an operational perspective. Ability to maintain an up-to-date awareness of technological advances an predict how management can meet future requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
