The primary purpose of this position is to serve as a first level supervisor, senior technical expert, and plans advisor providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to USSOCOM J6 Communications Systems, User Division (J64), Enterprise Customer Service Branch.

Duties

Plans, organizes, and directs the activities of USSOCOM J64 Customer Service Branch, ensuring that Division planning and change management complies with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Represents USSOCOM J6 and the J64 User Support Division Chief at high-level technical and operational forums, professional meetings, symposiums, and conferences and interfaces with a variety of functional area organizations. The employee is responsible to ensure the execution of plans, management, coordination, and direction of J64 Planning and Change Management services, policies, standards, architectures, plans, and resources for major J64 services, systems, information assurance and advanced information technology over a geographically dispersed area.

  • A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement.
  • The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • This position must be able to obtain and maintain a Top Secret clearance with access to Special Compartmented Information (SCI).
  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
  • Required to perform TDYs of varying duration to other military installations. Travel in and out of CONUS to include operational foreign countries in support of enterprise service development and delivery management.
  • May be required to travel on military and commercial aircraft.
  • The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function.
  • This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,").
  • This position may include information assurance (IA) work as an additional duty. Per DoD 8570.01-M, the recipient of this additional duty must achieve the appropriate IA certification within six months of assignment of these duties.
  • A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in the reassignment of this additional duty to another employee within the organization.
  • This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Qualifications

In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, GS-2210 (Alternate A). https://www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/2200/information-technology-it-management-series-2210-alternative-a/ EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience equivalent to the GS-13 grade level or equivalent in other pay systems. Specialized experience includes: The coordination and integration of numerous work assignments, projects, and programs that encompass a wide range of information systems and functional components; Making logical decisions with minimal supervision/direction while under time constraints or other pressing circumstances; and Overseeing highly technical, professional, and administrative work that requires expertise, experience, and supervision supporting development/implementation. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of National and Theater SOF structure, organization, mission, doctrine, regulations, policies, processes, practices, equipment, and enterprise level information technologies. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to make sound, logical decisions with minimal supervision/direction under time constraints or other pressing circumstances. Ability to gather and analyze facts, plan and sequence actions, and solve problems. Ability to communicate effectively both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
