The primary purpose of this position is to serve as the Chief, Information Technology (IT) Service Design Branch, IT Management Office (ITMO) responsible for the design of IT Services, as well as the processes, service management systems and tools, service solutions, technology architectures and measurement systems that are associated with the IT Services.
Duties
Plans, organizes, and directs the activities of the IT Service Design Branch, ensuring that IT Service Design functions and processes comply with legal and regulatory requirements and meets customer needs.
Exercises supervisory personnel management responsibilities.
Incumbent will convert the strategic objectives defined during the service strategy phase into services and service portfolios.
As a senior IT specialist, participates in management discussions, meetings, committees, or special projects.

- This position has been classified as special sensitive; therefore, incumbent is required to obtain and maintain a Top Secret clearance with access to Special Compartmented Information (SCI).
- The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Work may occasionally require travel away from the normal duty station on a military or commercial aircraft.
- Recall to duty and overtime may be a requirement of the position.
- This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. The selectee must sign a statement acknowledging the position occupied as a TDP.
- As a mandatory requirement for employment in this TDP, the incumbent is to (A) refrain from the use of illegal drugs and (B) if requested, submit to urinalysis testing.
- The employee must attend, successfully complete, and maintain Information Technology Infrastructure Library (ITIL) qualifications and currencies per lead command, within six months of being hired.
- Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

EXPERIENCE: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail, Customer Service, Oral Communication, Problem Solving AND I have at least one (1) year of specialized experience equivalent to the GS-13 grade level or equivalent in other pay systems. Specialized experience includes: The utilization of IT systems analysis and applications software functions, techniques, and capabilities to evaluate new and emerging IT security methods/principles and the feasibility of proposed new systems/applications software projects; the utilization of IT Management Information Systems (MIS) and applications software technology to isolate the causes of problems between hardware, software, and applications software programs as well as measuring system performance and/or extending operating systems capabilities to support organizational business processes/operations; and the utilization of IT MIS requirements and application software development techniques to carry out considerably difficult project assignments with little specificity regarding approach to be followed.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of IT systems analysis and applications software concepts, functions, techniques, and capabilities sufficient to evaluate new and emerging IT security methods and principles, the feasibility of proposed new systems and applications software projects; and to design write, test, debug and maintain information systems and applications software and ensure successful integration with existing and anticipated infrastructure in the database environment.
Knowledge of operational activities (such as Special Operations, Personnel Recovery and Airlift), weapons systems, and command, control, and mission processes, systems, and applications.
Knowledge of IT Management Information Systems (MIS) and applications software technology to isolate causes of problems between hardware, system, and applications software programs and to measure system performance and/or extend operating systems capabilities to support organizational business processes and operations.
Knowledge of IT MIS requirements and application software development techniques required in carrying out project assignments of considerable difficulty and with little specificity regarding approach to be followed.
Ability to maintain an up-to-date awareness of technological advances and predict how management can meet future requirements.
Ability to plan, organize, and direct the functions and staff of an organization.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
