You will serve as a MANAGEMENT & PROGRAM ANALYST in the MANPOWER, PERSONNEL AND TRAINING DEPARTMENT of NMCLANT YORKTOWN VA.

Duties

You will be responsible for analytical studies of the Command’s organizational structure and functions. You will serve as the management analyst for multiple command locations. You will travel occasionally to subordinate locations, including overseas, to access and inspect programs and manning. You will be the primary POC for all overseas staffing, coordinating with numerous Human Resource Offices in multiple regions. You will be the GPCC holder for the N1 Department, assisting with purchases and making payments to servicers. You will be responsible for managing the Internal Risk Management (IRM) Program, collaborating with Department Heads and other POCs. You will work collaboratively with personnel at United States Fleet Forces to ensure all personnel issues are handled efficiently. You will manage personnel utilizing DCPDS and Total Workforce Management Service (TWMS), ensuring all billets align correctly with UIC and person You will be responsible for overseeing inspections of a variety of subjects to include, security, finance, records management, human resources support functions, and training.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to obtain and maintain a current valid United States driver’s license.
  • This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Qualifications

To qualify for the Management & Program Analyst, GS-0343-12 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with pertinent laws, regulations, policies, and precedents regarding strategic sourcing, civilian manpower and personnel management, fiscal management, and other resource management and administrative matters which affect the use of ordnance program and related support resources. Experience with and knowledge of recruiting and staffing processes, to include overseas staffing. Experience with and knowledge of GPCC and application. Experience with and knowledge of human capital resources rules, procedures, and operations. Experience preparing and presenting findings, reports, recommendations, and solutions based on an analysis and evaluations; to include preparation and presentation of reports, excel spreadsheets, charts, and power point slides. Experience with Microsoft Windows, Excel, Word, PowerPoint, and Teams. To qualify for the Management & Program Analyst, GS-0343-11 position, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and knowledge of human capital resources rules, procedures, and operations. Experience applying basic human capital resources, rules, policies and procedures. Experience with and knowledge of recruiting and staffing processes. Experience with and knowledge of civilian manpower. Experience with Microsoft Windows, Excel, Word, PowerPoint, and Teams.
