You will serve as a MANAGEMENT & PROGRAM ANALYST in the MANPOWER, PERSONNEL AND TRAINING DEPARTMENT (N1/N7) of NMCLANT YORKTOWN VA.
Duties
You will be responsible for analytical studies of the Command’s organizational structure and functions; planning and implementation of command’s civilian alignment; labor controls for direct and reimbursable full-time equivalent (FTE) position.
You will serve as a civilian personnel point of contact (POC) for all Fleet Human Resources support.
You will serve as the primary point of contact (POC) for NMCLANT detachments overseas.
You will design and conduct research special studies, and surveys necessary for making changes to management and employee function across the Command’s global responsibilities.
You will serve as a human capital project analyst for complex assignments, many of a unique nature.
You will be report to the Supervisory Management Analyst, Department Head, for Manpower, Personnel and Administrative support policies.
Requirements
- Must be a US Citizen.
- Must be determined suitable for federal employment.

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- You will be required to obtain and maintain a current valid United States driver’s license.
- You may be required to get certification as a Drug Program Coordinator (DPC) and Re-Certification every 3 years.
- Work may require periodic travel (10%).
- Work may require occasional overtime (5%).
- This is not a Key or Emergency-Essential position.
Qualifications
For GS-12:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with overseas Recruiting and Staffing Knowledge.
Experience working with and having GPCC knowledge and application.
Experience using excellent communication and written skills.
Experience using and having broad knowledge of human capital resources rules, procedures, and operations.
Experience and fluent in Microsoft Windows, Excel, Word, PowerPoint, and Teams.
For GS-11:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience with overseas Recruiting and Staffing Knowledge.
Experience working with and having GPCC knowledge and application.
Experience using excellent communication and written skills.
Experience using and having broad knowledge of human capital resources rules, procedures, and operations.

For GS-12:
There are educational substitutions for specialized experience for GS-12.
For GS-11:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of at least three full years of progressively higher level graduate education leading to a doctoral degree

Possession of a LL.M. that is related to the position being filled.
OR
A combination of experience and graduate education as described above that equates to one year of experience.
