The VA Southern Nevada Healthcare System currently has one (1) opportunity to compete for a detail/temporary promotion opportunity for a GS-0185-14 Associate Chief of Staff (ACOS) of the Behavioral Health Service (BHS) position for an initial period of time not to exceed 120 days. It may be extended based on facility need. Temporary promotion is authorized for those who qualify.

Functional Statement #: 000000 Relocation/Recruitment Incentives: Not Authorized Permanent Change of Station (PCS): Not Authorized PCS Appraised Value Offer (AVO): Not Authorized The incumbent serves as the Associate Chief of Staff (ACOS) of the Behavioral Health Service (BHS) for the VA Southern Nevada Healthcare System (VASNHS). This position reports directly to the Chief of Staff (COS). The incumbent is responsible for setting overall goals for the Behavioral Health Service that comply and support Veterans Administration (VA), Veterans Health Administration (VHA), Veterans Integrated Service Network (VISN) and VASNHS strategic goals and objectives. The incumbent exercises exceptional latitude in the planning, design, implementation, accomplishment, ongoing evaluation, and measurement of program responsibilities and is responsible for clinical oversight and administrative management of the BHS. The ACOS/BH also serves as VASNHS SAIL and performance measure champion for all Behavioral Health performance and quality related metrics. Duties of the position include, but are not limited to: Directs all activities of the BHS, to include budget and fiscal management, human resource management, strategic planning, clinical end administrative program development, management and evaluation of services and programs, and ensuring that the clinical and administrative functions are integrated in order to provide optimum utilization of resources at eight different sites of care, some as far as 94 miles away from the main medical center. Actively participates in the development of overall management goals, objectives, and philosophies necessary for the attainment of optimum system efficiency and effectiveness in providing recovery focused holistic health care to the Veteran population. Provides input, advice, and counsel for system strategic planning, programming, budgeting, general administration, and other areas as appropriate. Manages a large, diverse service that provides mental health care services central to the mission of VASNHS. Oversees Tele-Behavioral Health Services provided to multiple VA sites, serves in a liaison capacity with Readjustment Counseling Service and provides management oversight of multiple discipline training programs with multiple university affiliates. Maintains close liaison with senior management staff, service chiefs, and others. Conducts and directs special studies and analyses of complex problems relating to manpower requirements, space, equipment utilization, organization alignment, and other areas of concern to the Executive Leadership Team (ELT), Medical Executive Council (MEC), Administrative Executive Council (AEC), and others. Responsible for the management and control of funds, including participation in the BHS annual budget review process. Participates and cooperates with other service line managers, service chiefs, and senior management in the formulation of the VASNHS budget, including allocation of funds and recommendations regarding staffing requirements, cost-effective technological advances, equipment, projects, and supplies. Collaborates with the senior management officials, professional organizations, academic affiliates, and others as appropriate in the establishment of BHS organizational structure and operational standards and procedures. Ensures that all treatment provided within the BHS complies with applicable accreditation and regulatory standards of internal and external agencies to include, but not limited to, Joint Commission on Accreditation of Health Care Association, Commission on Accreditation of Rehabilitation Facilities, Office of Inspector General, and others, as appropriate. Establishes BHS objectives congruent with and reflective of the philosophy and objectives of VA, VHA, VISN 21 and VASNHS. Develops short-term and long-term goals and programs required to meet stated objectives and directs the planning and operations of the BHS to complement attainment of the established System goals and objectives. Formulates service and facility policies and operating procedures, ensuring compliance with VA regulations, statutes and the standards of various internal and external reviews and accrediting bodies. Assesses the impact of local, regional, national, and private-sector developments as they relate to the VASNHS programs, making change recommendations accordingly. Develops program evaluation methodology and analytical processes to provide on-going monitoring and improvements in program effectiveness, organizational productivity, operational efficiency, performance measure success, Veteran satisfaction, and resource utilization. Qualifications

For temporary promotion, employees must meet qualification requirements to be eligible for promotion. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to http://www.cswe.org/Accreditation to verify that the social work degree meets the accreditation standards for a masters of social work. Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. English Language Proficiency: Candidates must be proficient in spoken and written English to be appointed as authorized by 38 U.S.C. § 7403(f). May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Grade Determinations: Social Worker (Program Manager), GS-14 Experience and Education. One year of experience equivalent to the GS- 13 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Individual may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience. Licensure/Certification. Individuals assigned as social worker program manager must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure. Demonstrated Knowledge, Skills, and Abilities. In addition to the experience above, the candidate must demonstrate all the following KSAs: Skill in large scale program coordination and administration across multiple sites, which includes consultation, negotiation, and monitoring. Ability to translate management goals and objectives into well-coordinated and controlled work operations. Ability to analyze organizational and operational problems and to develop and implement solutions that result in sound operation of the program. Ability to collaborate with internal and external partners to further program goals and enhance patient centered care. Ability to provide the full range of supervisory duties which would include responsibility for assignment of work to be performed; performance evaluations; selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget. Skill in developing policies, procedures, and/or practice guidelines for the program and in participating in national program development. Ability to collaborate with internal VHA partners, locally and on a national level, as well as external community partners to further program goals and enhance patient centered care.
