The Social Worker (Program Coordinator) or Women's Health Program Coordinator is responsible for the overall delivery of care and services for the growing population of women Veterans, including through program management, strategic planning, cultural transformation, policy on women Veterans, business planning, staff training, environment of care and capital assets, outreach, partnerships with special populations, contracting review, care in the community collaboration.

Duties to include but not limited to the following:
Administrative/Program Coordination
Leading the overall delivery of care and services as stated above.
Providing oversight of the Women Veterans Program and working closely with the Women's Health Medical Director to form the foundation of the women's health team at the facility level.
Serving as Chair of the Women Veterans health Committee at the facility level.
Providing expertise and guidance specific to women Veterans for facility-wide strategic goals and objective and executing comprehensive planning for women's health that improves the overall quality of care provided to women Veterans and achieves program goals and outcomes.
Serving as an advocate for women by working closely with Veteran Experience Office (Patient Advocate Office) to facilitate problem resolution and women Veteran satisfaction.
Collaborating with facility leadership on culture transformation to create a safe, secure, and respectful environment for women Veterans to receive care.
Collaborating with facility leadership to ensure local implementation of national policy related to women Veterans and reviewing and providing input on all facility policies as they are created or revised to support the needs of women Veterans.
The Women's Health Program Coordinator may administratively supervise staff in the Women's Health Clinic. They must have the ability to provide a full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action. The Women's Health Program Coordinator is responsible for creating an environment that promotes a high-reliable organization and psychologically safe environment for employees. Possesses effective public speaking skills, and the ability to communicate effectively, both orally and in writing, with a wide variety of individuals and organizations.
Clinical Care:
Experience in making rapid assessments and developing crisis management plans for various types of crisis, including housing and financial emergencies, psychiatric relapse, potential suicide, violence, and other high-risk behaviors and situations.
Will assess for suicide and self-harm and provide appropriate intervention including but not limited to safety planning.
Refers for admission to mental health inpatient programs as needed.
Accesses multiple resource directories in addition to previously developed resources to meet the demands of a crisis.
Provide a full range of psychological and social determinant of health assessment services (excluding neuropsychological) to clarify the needs of the Veterans and to facilitate development of a holistic treatment plan.
Completes clinical reminders that are within scope of practice for social workers.
Throughout the course of treatment, the incumbent is the specialist on VA and/or community resources.
Responsible for educating the Veteran and/or caregiver of the available services and assisting them with appropriate referrals based on the Veteran's preference or that of the surrogate decision-maker related to mental health issues or the team's evaluation.
Consults with medical center staff on a wide variety of patient care issues.
Consults with and serves as a resource for other professional personnel concerning the need for and development of psychological services.
Responsible for identification of patient problems requiring consultation with other multi disciplinary medical center staff and making appropriate referrals.
Complete all clinical charting and documentation required by the health care system in a timely manner.
Ability to respond to patient complaints and address concerns.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education. must have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. Note: A doctoral degree in Social Work may NOT be substituted for the master's degree in social work.
English Proficiency: proficient in spoken and written English as required by 38 U.S.C. 7403(f)
Licensure: licensed or certified by a state to independently practice social work at the master's degree leve
GRADE DETERMINATION
GS 13: Social Worker (Program Coordinator)
Experience: possess one year of experience equivalent to the GS-12 grade level? Examples of specialized experience include, but are not limited to: Serving as the sole practitioner in a specialty program and typically provide direct patient care services in the program area; oversees the daily operation of the program, develop policies and procedures for program operation, and prepare reports and statistics; may be responsible for the program's budget, developing and monitoring staff compliance with practice, standards and guidelines on documentation, workload, data entry, ethical practice and service delivery; provides analysis and evaluation of clinical program data and computerized programs to identify system-wide trends and needs to enhance the quality of service. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency.
ASWB Examination: complete and pass the Association of Social Work Boards (ASWB) advanced generalist or clinical examination.
Licensure: licensed or certified at the advanced practice level, and able to provide supervision for licensure.
Knowledge, Skills and Abilities: In addition to meeting the licensure and experience for the GS-13 level, must possess the following Knowledge, Skills and Abilities
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grandfathering Provision: The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation.
(1) All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply:
(2) Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions.
(3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard.
(4) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (5) If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation.
NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS 0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker.
Preferred Experience: Supervisory, Outreach and Women's Health experience preferred

Physical Requirements: Able to sit at a desk working at a computer, engage in light to moderate physical activity including sitting, walking, bending, and carrying supplies. Social Worker must be able to perform primarily light and sedentary duties with occasionally moderate physical demands, exercise patience, and control emotions, with reasonable accommodation, if necessary, without endangering the health and safety of the Social Worker or others.
