The Social Worker Program Coordinator, Addictive Disorder Treatment Program (ADTP), is responsible for the direct clinical and administrative supervision of both licensed and unlicensed clinical staff within ADTP. The incumbent of the position oversees a specialty clinic designated to provide evidence-based treatments and health maintenance services to Veterans diagnosed with a Substance Use Disorder (SUD) and/or a Gambling Disorder (GD).

The Social Worker Program Coordinator, Addictive Disorder Treatment Program (ADTP), is responsible for all aspects of functioning within their service, including administrative, clinical, evaluation and research, and training programs. Program Coordinator of ADTP is responsible for all personnel related activities, including recruiting and hiring, performance appraisals, disciplinary actions, as well as training and orientation. They have oversight of administrative and programmatic resources and deploy those resources in support of the program needs. They develop and implement programs, policies, and procedures to meet program goals, VHA policy and external accreditation requirements, and monitor outcomes using data-driven quality assurance processes and implement strategies for improvement based on data analysis. Works collaboratively with internal staff, VISN and VACO leadership, and external stakeholders to expedite service delivery.
Duties for the position may include but are not limited to:
Direct administrative supervision of clinical and administrative staff, trainees, and volunteers.
Clinical supervisory oversight of all clinical staff, trainees, and volunteers.
Responsible to oversee the day-to-day operations of the ADTP staff including collecting data, keeping administrative records, monitoring Veteran and program clinical indicators, thresholds, and performance measures.
Preparing reports and statistics for VASNHS, VISN, and national use, as well as drafting responses to Congressional inquiries.
Participates actively in Performance Improvement (PI) activities, including overseeing action plans on SUD related SAIL measures.
Responsible for timely completion of all program evaluations and documents required by the VA Medical Center, VISN, and VACO, ensuring compliance with appropriate accrediting bodies, such as the Joint Commission, and monitoring entities, such as NEPEC, as appropriate.
Consults with others to offer research guidance and to stimulate new research directions.
Serves on VA Medical Center, VISN, and/or national VA committees or task forces.
Represents the VA Medical Center at professional/program community group/events and committees, in conferences/meetings with higher-ranking managers, supervisors, and staff from other disciplines or work units, and/or with representatives of local public interest groups, congressional district offices, and employees of State and local governments.
Provides a full range of psychotherapeutic interventions including individual therapy, group therapy, family counseling, and psychoeducational classes to address identified psychological needs of patients presenting to ADTP.
Provide a full range of psychological assessment services (excluding neuropsychological) to clarify the needs of the Veterans and to facilitate development of a holistic treatment plan.
Consults with and serves as a resource for other professional personnel concerning the need for and development of psychological services.
Responsible for identification of patient problems requiring consultation with other multi-disciplinary medical center staff and making appropriate referrals.
Involved in the training of social work interns, psychiatric residents, medical students, APRNS, and nursing students, as appropriate.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
Education: Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the School of Social Work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
Licensure: Persons hired or reassigned to social worker positions in the GS-0185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level.
English Language Proficiency: Social workers must be proficient in spoken and written English in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3j, this part.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
Social Worker (Program Coordinator), GS-13
Education and Experience: One year of experience equivalent to the GS-12 grade level. Experience must demonstrate possession of advanced practice skills and judgment, demonstrating progressively more professional competency. Candidates may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.
Licensure/Certification: Individuals assigned as social worker program coordinator must be licensed or certified at the advanced practice level, and must be able to provide supervision for licensure.
Demonstrated Knowledge, Skills, and Abilities: In addition to the experience above, the candidate must demonstrate all of the following KSAs:
Skill in coordinating and implementing one or more specialty program(s), across the facility.
Skill in local policy and practice development, procedures, and/or practice guidelines for the program as prescribed by the program handbook or national directive.
Skill in organizing work, setting priorities, meeting multiple deadlines, and evaluating assigned program area(s).
Ability to collaborate with internal and external partners to further program goals and enhance patient centered care.
Ability to provide the full range of supervisory duties including assignment of work to be performed; performance evaluations; and selection of staff, training, and recommendation of awards, advancements, and when appropriate, disciplinary action.
Ability to oversee the fiscal matters of the functions supervised (including fund controls, contracts, and equipment expenditures), forecast resource and equipment needs, and administer the allocated budget.
Knowledge of organizational structure and impact on program operations.
