The primary purpose of this position is to serve as the MAJCOM manpower management and program expert responsible requirements, organization and planning, programming, budgeting and system (PPBS) for all aspects of the Military Personnel Appropriations (MPA) program, to include policy, guidance, and instruction on AETC reserve usage.

Duties

Serves as the subject matter expert for all aspects of the MPA man-day tour program. Serves as the command's MPA man-day tour Program Manager. Performs program evaluation of a full range of manpower programs at command and wing/installation level and develops and executes improvement plans. Reviews current and proposed DoD and AF directives and precedents for applicability to manpower functions across the command. Performs complex analysis of all MPA manpower, organization, and force structure actions and provides HQ input for the AF Public Announcement Process. Reviews, analyzes, and identifies all actions requiring time-critical congressional notification and public announcement. Conducts, leads, and/or participates in studies to improve human capital programs and/or influence policy changes for the MAJCOM that typically involve long-range, highly complex, and often politically sensitive topics. Establishes, develops, and maintains effective working relations with SAF/MR, AF/A1M, AF/A1P, HQ AETC Directorates, Chiefs of Special Staffs, and agencies, MPA POCs, ARC HQs' functional managers, military personnel flights, Forces Generation Cells, other MAJCOM MPA offices and other organizations to work Military Personnel Appropriation budget allocation and policy issues across multiple DoD agencies. Develops, interprets, and implements policies and procedures to provide strategy, planning, programming, and budget system (SPPBS) guidance. Facilitates the identification and determination of alternative ways to achieve the best force mix within fiscal constraints for the planning and execution of the MAJCOM mission.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes the understanding of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs; including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the DoD and private industry. Knowledge of military command structure, missions, programs, and organizational relationships and program goals and objectives, the sequence and timing of key operational events and milestones, and methods of evaluating the effectiveness of planning actions as related to actual events. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of DoD, Joint Service, and agency management engineering principles, concepts, and methodologies including; the manpower determinant development and requirements process, financial management directives, manpower and organizational concepts, procedures, guidance, and policy. 2. Knowledge of DoD Planning, Programming, Budgeting, and Execution process (PPBE; AF policies, procedures for developing the POM; Budget Estimate Submission (BES) and President's Budget (PB), organizational structures, and mission areas. 3. Skill in applying analytical and evaluative techniques to gather, assemble, analyze facts, identify changes and trends, draw conclusions, and devise innovative solutions to management problems. 4. Skill in conducting reviews and analyzing and assessing manpower program operations to include identifying deficiencies; measuring compliance, consistency, and effectiveness; and making recommendations to enhance mission effectiveness. 5. Skill to communicate both orally and in writing and to establish and maintain effective/positive working relationships. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
