You will serve as a PROGRAM ANALYST in the Reserve Affliliation and Redesignation Division of NAVY PERSONNEL COMMAND RESERVE.

Duties

You will advise others on program management procedures, systems, or practices for increasing efficiency. You will operate software systems (e.g., Microsoft Excel, Power Point, Word, Project, SharePoint) to prepare reports. You will prepare reports detailing capabilities identified from trend, deficiency, or accomplishment analysis. You will be monitoring and execution of planned Training and Administration of the Reserves (TAR) officer accessions and attrition. You will develop memorandums to inform leaders of enlisted accession programs of program status. You will brief managers regarding outcome of program analysis or reviews.

  • Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Recommend modifications to computer programs, planning models and officer career path policies for more effective and accurate planning. 2) Conduct detailed analyses to evaluate and improve the effectiveness, efficiency, and productivity of assigned programs and systems associated with the management and execution of Training and Administration of the Reserves (TAR) officer program. 3) Development and execution of accession, attrition, and selection board plans required to achieve the TAR officer mission within assigned fiscal constraints. AND 4) Prepare all necessary paperwork, documents and notifications for the release from active duty. Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:

I have successfully completed a Ph.D. or equivalent doctoral degree.
OR
I have successfully completed three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent degree.
OR
I have successfully completed an LL.M. degree that is related to the position being filled.
