Duties

You will establish inspection schedules based on contract requirements, nature of work to be performed, and determination of critical inspection point involved. You will perform on-site inspections to observe work methods employed to assure: acceptable output, compliance with specifications, and to monitor and document the use of specified materials. You will conduct interviews with contractors employees on maintenance construction contracts to assure that labor laws and regulations are being applied (Davis-Bacon requirements). You will participate in pre-bid, pre-construction, pre-performance conference to discuss unusual construction/maintenance features and requirements for compatibility with administration of quality assurance methods and procedures.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Performing inspections/assessments in the areas of hazardous waste disposal, HVAC systems, mechanical systems, electrical systems, custodial, grounds and structural systems and subsystems, as well as renovation projects; 2) Developing quality assurance/performance assessment plans for specific contracts; 3) Monitoring contractor's adherence to safety measures, wage and hour laws, and labor relations; and 4) Developing cost analysis schedules and cost estimates for new solicitations or contract modifications.
