You will serve as an Administrative/Technical Specialist in the Technical Acquisition Office; Contracts Department of NAVSURFWARCENDLD. You will serve as a Senior Specialist, collaborating with technical departments and external customers to provide overall guidance and support to Contracting Officer's Representatives.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
Duties
You will support the development and implementation of a customer advocate function to support contracts and technical customers with large procurement packages.
You will assist customers with requirements definition and advise on acquisition strategies and policies.
You will assist customers with the development and quality of required acquisition documentation.
You will serve as liaison between technical departments and contracts to share information, solve problems, and shorten procurement timelines while maintaining Acquisition Best Practices and flow process documentation for large procurement packages.
You will support the development, maintenance and configuration control of the acquisition best practices and other policy documents relating to acquisition.
You will support Technical Evaluations, ensuring evaluations are consistent with
Request for Proposal (RFP)/Solicitations.
You will support the Department Head and Deputy Department Head in preparation and
execution of internal and external audits (e.g. NAVSEA 02 Procurement Surveillance Program) and data calls.
You will work with and provide guidance to a staff that executes the COR Program in accordance with DoD, DoN, and NAVSEA policy.
You will, in the Enterprise Acquisition Liaison Office (ALO) role, support all facets of the business system, including strategic planning, maintenance, upgrades, training, and collaboration with NAVSEA and other DoD contracting activities.

- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector conducting acquisition process oversight to ensure contracting documents adhere to policy and meet technical project requirements.
