You will serve as a Procurement Specialist in the Contracts Department of the NAVSURFWARCENDLD.
Duties
You will be responsible for all aspects of simplified acquisition transactions to recommendation of award for the procurement of supplies and services within the simplified acquisition threshold.
You will purchase complex, special purpose items, such as special program specific parts, information technology (IT) equipment or services, and special purpose test equipment in support of research and development programs.
You will purchase technical and professional services, such as basic engineering and design services, short-term studies and research projects, services to be performed by colleges and universities, and Phase I Small Business Innovation Research.
You will draft solicitations, amendments to solicitations, contracts and contract modifications for all contract types.
You will support contracting operations by preparing, verifying, abstracting, controlling, or closing out procurement documents in accordance with prescribed procurement procedures.
You will track the status of contracts and orders using automated techniques and through contacts with vendors, supply technicians, inventory managers, technical customers, etc.
You will assemble and prepare procurement management reports by gathering and consolidating pertinent information.
You will investigate customer or vendor complaints of errors in shipment, payment, and/or contract documentation.
You will review purchase orders or contract files for inclusion of specific documents or clauses as defined in various local, Navy, or DoD procedures.
You will serve as a lead in the management and execution of a SAP workload of over 1,200 actions (greater than $45M) per fiscal year in compliance with all applicable rules, regulations and policies.
You will serve as a warranted Simplified Acquisition Procedure (SAP) Contracting Officer.
You will participate in strategy and planning phases through evaluation of offers, negotiations, contract award, and contract administration.

- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying a wide range of contracting principles to support the procurement of goods or services for an organization. Examples of qualifying experience may include (1) knowledge of acquisition requirements packages for compliance with procurement laws, regulations, policies and procedures sufficient to ensure the use of sound business and management practices; (2) knowledge of the Small Business Innovation Research (SBIR) competition process; (3) knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation (DFAR) to assist and guide small business owners on how to use, and interpret the regulations, as well as explain the clauses and their usage; (4) in depth knowledge of FAR 13.5 procedures for the procurement of commercial services and supplies competition process rather than SAP procedures; (5) knowledge of a wide range of contract types, such as fixed-price or cost reimbursement, and required clauses and special provisions, and ability to apply that knowledge successfully to plan and carry out the procurement, and to recommend award; (6) knowledge of business practices and market conditions applicable to program and technical requirements sufficient to evaluate bid responsiveness, contractor responsibility, and/or contractor performance; (7) knowledge of price analysis techniques sufficient to review contract proposals and bids, and to perform analyses using previous price history, commercial price lists, market prices or technical catalogs, to assure reasonableness of price.
