This position is located in the Florida State Natural Resources Conservation Service (NRCS). The Management Analyst will provide assistance to the designated state leadership team. The position conducts detailed analyses of functions, processes, and data pertaining to the effectiveness, efficiency, and accountability of administrative programs and work operations in the state.
Duties
Maintains a process to track, analyze, and report access control management.
Analyzes administrative program functions, processes, and data to determine the effectiveness, efficiency, and accountability of programs and work operations in the State.
Works with the Procurement and Property to monitor, analyze, and coordinate state leasing activities which includes state office, area offices, and field offices.
Serves as the State's primary purchase card approving official.
Supports the Financial Resources Specialist by providing supportive documents, analysis, and feedback for auditing initiatives to track and ensure agreements meet quarterly accrual requirements.
Serves as the primary training coordinator for the state.

Qualifications
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below.
Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
(e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level).
Specialized Experience: To qualify for the GS-09 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include performing assignments, projects or studies related to administrative business operations and programs; gathering and analyzing organizational data to recommend improvements to planning processes, performance, or organizational effectiveness and efficiency; and producing analysis reports and spreadsheets to support business operations. OR
Substitution of education in lieu of specialized experience for the GS-09 level: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in Business, Management, Economics, Accounting, Finance, Marketing, Public Administration. (NOTE: You must attach a copy of your transcripts for verification).
Combination of Education and Experience: A combination of graduate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include assisting with Manpower and/or Management functions including preparing program status reports; monitoring manpower systems; developing organization policies, processes, procedures, and regulations; analyzing manpower utilization data; and conducting organizational reviews.
Substitution of education in lieu of specialized experience for the GS-11 level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in Business, Management, Economics, Accounting, Finance, Marketing, Public Administration. Combination of Education and Experience: A combination of graduate education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.
