This position is located in the Department of Homeland Security (DHS), Office of Biometric Identity Management (OBIM). The primary purpose of this position is to assess the value and organizational impact of projects, draft and maintain all project management documentation including charters, management plans, System Engineering Life Cycle Tailoring, Integrated Master Plans, project schedules and summaries for multiple concurrent projects. Non-BU: This is a non-bargaining unit position.

Duties

As a IT Project Manager, GS-2210-13, your typical work assignments may include: Serves as an IT Project Management Subject Matter Expert (SME) in a complex matrix organization. Assesses the value and organizational impact of projects, ensuring the target benefits are measurable and related to business goals. each at different stages of the SELC. Develops and accurately maintains high level project schedules derived from detailed project schedules utilizing specialized scheduling software. Provides feedback to leadership and stakeholders through appropriate reports, meetings, briefings, and information papers, formally and informally. Proactively identifies IT project risks and; accurately assesses, prioritizes, plans risk responses, and tracks and controls risks. Records risks into the risk register. Recommends risk mitigation and contingency strategies. Ensures SELC documentation and gate entry/exit criteria are met dependent upon the SELC stage the project is in. Monitors SELC entrance/exit criteria and assists the IPT with the SELC process. All DHS-HQ announcements have a 5 business day open period due to the number of applications received. Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below: Attention to Detail: Experience reviewing my own information technology-related work or data and have been responsible for reviewing the work of others to ensure accuracy, completeness, and consistency with standards. Customer Service: Developing and maintaining relationships with customers, anticipating and assessing the current and future information technology needs of customers, and developing or identifying information technology products or services that are tailored to meet customer needs. Problem Solving: Identifying alternatives to address unique, highly complex, or sensitive information technology-related issues. I have anticipated information technology-related problems and have identified and evaluated potential sources of information to generate alternative solutions. Oral Communication: Briefing senior-level management and IT staff on the status of information technology systems, projects, or daily operations, including the communication of complex technical information to a non-technical audience. Specialized Experience: You qualify for the GS-13 grade level if you possess one (1) year of specialized experience equivalent to the GS-12 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Develops and/or employs tools and methods to track progress throughout the life cycle of the project utilizing an integrated project scheduler. Updates plans and recommends business process changes in response to evolving circumstances, resources, or objectives, and ensures deadlines and priorities are met. Proactively identifies IT project risks and; accurately assesses, prioritizes, plans risk responses, and tracks and controls risks. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. Certifications: Must currently possess or acquire the following certifications within twenty-four (24) months of hire date. A Level II Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), a DHS Program and Project Manager (P/PM) Mid Specialization, and a FAC P/PM-IT Specialization. NOTE: If you possess any or all certifications you must submit copies as part of your application, otherwise you will receive an ineligible rating. A Project Management Professional (PMP) certification from the Project Management Institute (PMI) is highly desirable. All requirements must be met by the closing date of the announcement. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
