This position is located in the Department of Homeland Security (DHS), DHS Management Directorate, Office of Biometric Identity Management (OBIM), Identity Technology Division. The primary purpose of this position is to serve as an IT advisor and subject matter expert on DHS/Nation-wide, national security systems for the storage and processing of biometric information for DHS National Security and Intelligence. Non-BU: This is a non-bargaining unit position.

Duties

As an Information Technology Specialist, GS-2210-15, your typical work assignments may include: Serves as an IT advisor and subject matter expert responsible for the enterprise technical architecture, design, and implementation of the Office of Biometric Identity Management (OBIM) systems. Develops new theories, concepts, principles, and methods in all IT areas pertaining to OBIM systems. Manages the OBIM Supply Chain Risk Management program through collaboration and harmonization of IT activities and risk assessments. Serves as a nationally recognized technical expert in technology (to include biometrics) and system engineering lifecycle processes for DHS. Also serves as a senior expert and consultant to top DHS management officials to advise on integration IT programs with other programs of equivalent scope and complexity. Qualifications

INDIVIDUAL OCCUPATIONAL REQUIREMENT This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicant must possess IT-related experience demonstrating each of the four (4) competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE You qualify for the GS-15 grade level if you possess one (1) year of specialized experience equivalent to the GS-14 grade level in Federal service or equivalent private/public sector experience. For this position, specialized experience is defined as: Experience in the development, management, implementation, and advisement on Information Technology (IT) policies, methods, and procedures. Expert knowledge of information technology, cloud security, supply chain risk management (SCRM), risk management framework (RMF), and operational technology cybersecurity standards, processes, and the capability to manage large issue based policy development projects. Provides project, information technology and integration expertise for the research, development, configuration, evaluation, design, testing and acquisition of custom software, systems and hardware solutions Dealing with enterprise IT management issues. Oversees and directs the accomplishment of engineering activities to ensure effective operational support and the successful integration of new/revised systems into the agency architecture. NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible. Substitution of education in lieu of specialized experience may not be used for this grade level. CERTIFICATION Employee must possess or be able to obtain Level III Federal Acquisition Certification in Program Management/Project Managers (FAC-P/PM) with IT Specialization, or Level II DHS Systems Engineering, or equivalent, within 24 months of entering on duty. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary.
