Duties

This position is located in the Applications Development Division (ADD), Information Technology (IT), Enterprise Support (ES), Transportation Security Administration (TSA), Department of Homeland Security (DHS). You will serve as the Director, Applications Development Division responsible for providing the TSA Chief Information Officer and TSA program/mission offices with mission critical, effective, enterprise-caliber software solutions. The Division develops software applications based on identified operating requirements to ensure that program/mission offices continue to meet operational goals. The operational and business support services enable the agency to achieve its mission of protecting and securing the nation's transportation systems. The enterprise-caliber software applications are key tools used by all TSA program/mission offices as well as other Federal agencies and the transportation industry. Duties include: Actively involved in strategic, tactical and resource planning as a primary contributor to IT, TSA and DHS plans and budgets. Managing a multi-million-dollar Division budget and oversees and manages the administration and execution of multi-million dollar applications development projects funded by program/mission offices but delivered by the ADD. Speaking for TSA & IT on all matters relative to the development and delivery of applications development projects. Meeting regularly with all levels of TSA headquarters staff through the Executive Assistant Administrator (EAA) and Deputy Assistant Administrator (DEAA) levels to discuss the progress of mission critical applications development projects and to resolve any identified issues or impediments. Interacting regularly with the DHS Deputy Chief Information Officer and DHS Chief Information Officer Enterprise Systems Office regarding issues of DHS Enterprise Technical Architecture and certain specific applications efforts and Cloud Computing initiatives. Managing a portfolio of major enterprise applications, including but not limited to: Electronic Time and Attendance System (eTAS); Performance and Results Information System (PARIS); TSA Alerts and Warnings System (AWS); and all of the Air Cargo applications that support the TSA Air Cargo program and communicate with thousands of commercial entities involved in placing cargo on scheduled commercial airlines. Managing the rapid development and deployment of applications to meet emerging agency needs. Serving as Senior Level Management representative for both managerial and technical issues for IT with other TSA and DHS offices and for multiple TSA and DHS taskforces, IPTs and Working Groups.

Qualifications

To qualify for the SV-L Pay Band, you must have one year of specialized experience at the SV-K Pay Band or GS-15 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Such experience is defined as: Applying IT systems concepts, methods, principles and practices as well as program management concepts and techniques to direct the planning and development of program goals and objectives related to the implementation and maintenance of IT services to manage applications development programs; And Applying principles, concepts, regulations and analytical methods of a wide range of administrative processes and procedures including procurement, acquisition, budget development and execution, and human resources to oversee for broad operational effectiveness. Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
